This position is part of the Child Welfare Division. The persons selected for this position will assigned to the Child Protective Services Unit. The Family Services Specialist I (FSS I) must have the knowledge, skills, and family engagement tools that will allow them to provide services to families. Investigate and assess CPS referrals that are validated by CPS Intake to include: physical neglect physical abuse, medical neglect, and sexual abuse investigations.
KNOWLEDGE, SKILLS, ABILITIES REQUIRED FOR THE POSITION
CASE MANAGEMENT SERVICES: The FSS I will must be able to manage a high volume high risk workload of CPS referrals as described above. The FSS I must demonstrate the ability make independent decisions based on knowledge of policies and procedures. Must be able to document detailed, and accurate investigative narrative, disposition assessments, safety assessments, and risk assessments. The FSS I must be skilled at engaging children and families to maximize information gathering and to build trust to ensure that appropriate measures are taken to ensure child safety. The FSS I must utilize trauma informed strategies to overcome challenges and build upon family strengths. The FSS I must spend a large amount of time in the community visiting client’s homes, schools, court, and collateral visits that are pertinent to each family’s referral.
SAFETY ASSESSING: FSS I must have the ability to recognize safety and risk factors. Assessing safety is an ongoing process throughout the life of the case. Child safety has to be assessed during each interaction and interview until the referral is closed.
MANDATED INVESTIGATIONS/ASSESSMENTS: FSS I must have the ability to screen new referrals concerning child abuse/neglect for validity; respond to referrals within mandated time frames including after normal business hours; conduct through investigations & assessments; assess safety & risk; deescalate crisis situations, prepare and file affidavits before the court; testify during court proceedings to include criminal cases; and apply laws/state policy concerning child abuse/neglect.
CASE DOCUMENTATION: The FSS I must possess strong writing skills in order to meet a vast array of case documentation requirements to include: client contact notes, service plans, service request forms, social histories, court documentation and case opening/closing narratives. The FSS I must be able to write a variety of correspondence that delivers an array of communications to diversified populations.
ASSESSMENT SKILLS: Understanding child development and human behavior is paramount to being a successful FSS I. Individuals will need to recognize when a child may or may not be meeting developmental milestones and what actions need to be taken to further assess the challenge. Take appropriate steps to ensure the child is safe, and determine if child abuse or neglect is a contributing factor.
FSS I must be able to assess if mental health, developmental delays, substance abuse, and domestic violence issues are affecting children and or adults and connect families to resources in the community to assist in assessment and service planning for the family FSS I must be able to assess how the above issues affect child safety and take appropriate steps to ensure that children are safe while being maintained in their family homes.
CULTURAL AWARENESS & COMPETENCE: The FSS I must be knowledgeable concerning the cultural norms of a variety of racial and ethnic groups. FSS I must be able to research learn and engage the families based on those norms while ensuring that children are being protected by the current laws that govern child safety and well-being. FSS I must be able to learn the culture of each family that the FSS I provides case management services in order to maximize engagement with the family.
ORGANIZATION: The FSS I must demonstrate strong organizational and time management skills to be able to assess and prioritize task effectively. The FSSI must demonstrate the ability to use office technology, including computer applications, copiers and fax machines.
SUPERVISION, MENTORING, AND COACHING: The FSS I must be able to accept supportive supervision from their assigned supervisor or designee as casework activities will be monitored for the quality of services provided. The FSS I has a high level of accountability for their work.
