    Job Description

    The Ideal Candidate is:

    Definition:

    The Restorative and Preventative Services Division 0922 Citywide Violence Response Manager serves as department lead for the APD Community Response Network Initiative and day-to-day program activities and operations. The position coordinates with partner departments primarily the Department of Children, Youth and Their Families, the Department of Public Health, and the San Francisco Police Department on shared goals and outcomes. Coordinate with the department’s Reentry Division, Pretrial Services, and ADM/Finance Division to incorporate contracting and Controller’s Non-Profit Guidelines. Coordinate with contracted CBO Program Directors to ensure they are meeting city requirements, contracting goals and outcomes. Serve as community liaison and reentry services coordinator. Supervise an 1823 Senior Administrative Analyst and 8452 Criminal Justice Specialist, and 8529 Probation Assistant, and other subordinate staff.

    The San Francisco Adult Probation Department is looking for a candidate who is culturally competent, and community centered with experience in responding to and collaborating within community to build capacity in prevention, intervention, barrier removal, employment, and supportive services for high risk and need communities. This is a public facing position, and the ideal candidate must also be able to effectively communicate, connect, and bring focus to the specific needs of individuals from communities disproportionately impacted by trauma and violence.

    Must be able to work flexible hours, which may include nights and some weekends.

    Various Shifts:

    • 7am-4pm
    • 3pm-11pm
    • On-Call 11pm-7am

    Examples of Important and Essential Duties

    • Ensure case management services are effectively being provided to high-risk adult clients.

    • Use evidence-based practices to provide strategic direction to the APD prevention efforts.

    • Maintain high visibility and engagement with the community and represent APD in various community groups, interdepartmental meetings and taskforce, and initiatives

    • Assist in providing, monitoring, and coordinating the provision of comprehensive services to victims and witnesses, and those impacted by violence.

    • Identify, pursue, and respond to grant funding opportunities that support organizational goals and strategic priorities

    • Help to develop policies and procedures that further the city’s mission of reducing and preventing violence, especially in vulnerable communities at highest risk for gun violence and interpersonal violence.

    • Support the oversight functions of APD as it relates to the operations of violence prevention programs offered or supported by the city and county of San Francisco.

    • Advance priorities through legislative or policy advocacy at the local, state, and/or federal level.

    • Work collaboratively with city departments involved in violence prevention efforts to ensure comprehensive and effective strategies are being implemented city-wide.

    • Improve the coordination and accessibility of community-based violence prevention services to ensure effective delivery to individuals and groups in need.

    • Support APD’s work to seek and obtain public and/or private funding opportunities for the purposes of furthering violence prevention work.

    • Prepare and/or review reports and surveys of victims and those impacted by violence for the Chief or other audiences as needed.

    • Work closely with department directors or authorized staff, and outside partners to explain or coordinate plans for proposed programs and initiatives.

    • Consult and/or coordinate with other public safety agencies in regard to violence prevention strategies.

    • Develop and perform community education and outreach in different settings and mediums.

    • Respond to requests for assistance (technical assistance, referral information, etc.) from government and non-governmental organizations.

    • Lead APD VR Team in applying a public health model to violence prevention in San Francisco.

    • Maintain collaborative relationships with community partners.

    • Design, implement, and conduct ongoing processes and outcome evaluation for prevention strategies and project implementation.

    • Develop and maintain continuous quality improvement and evaluation plan.

    • Develop and conduct community education on public safety issues.

    • Run public awareness campaigns and coordinate associated outreach events.

    • Oversee and execute administrative tasks such as drafting/approving Memorandums of Understandings, check requests, etc.

    • Ensure APD’s community work ties in with APD’s direct service work.

    • Provide crisis intervention, follow-up, support, advocacy, information and referrals to victims both in-person and over the phone.

    • Conduct check-ins with clients and provide necessary follow-up advocacy.

    • Provide advocacy on behalf of clients working with community-based systems such as law enforcement, courts, social services, mental health providers, substance abuse services, etc.

    • Identify resources within the community and maintain good working relationships with community programs aiding clients.

    • Develop and maintain performance measures in collaboration with the research director and create distribute, collect and analyze client surveys.

    • Work with CCSF agencies, housing advocates and housing coordinators to clients to find and secure long-term housing.

    • Work with non-residential and residential clients to find and secure employment.

    • Maintain client records.

    • Provide assistance with other direct services components of programming as needed.

    • Perform all additional tasks assigned and needed.

    Minimum Qualifications:

    Education: Possession of a baccalaureate degree from an accredited college or university.

    AND

    Experience: 3 years of full-time experience managing and executing operational plans, designing, implementing, and/or evaluating evidence-based violence prevention programs.

    ** Substitution:**

    May substitute up to 2 years of education for Bachelor of Art degrees with additional years of experience at a demonstrated professional level duties in functional areas such as: community program/office/operations management, budget development and/or administration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units.
