Performs specific Explosives Detection Canine response for the Clark County Department of Aviation, performs daily canine care and ensures the health and welfare of the canine in order to optimize team performance. The Canine Handler I is a training underfill position: upon successful completion of the qualifying period and the training program, which is up to two years, the successful candidate will be non-competitively promoted to Canine Handler II. The annual salary range at the II level is $44,969.60 - $69,659.20. This recruitment will establish an Open Competitive and Promotional list to fill current and/or future vacancies which may occur within the next six months. The Department of Aviation reserves the right to call only the most qualified applicants to the hiring interview. Requirements Equivalent to graduation from high school and three years of full-time specialized airport operations experience that has included work in airport safety, interaction with regulatory and law enforcement agencies, and interpreting and applying federal laws, codes, and regulations. Additionally, at the Airport Canine Handler II level, one year of full-time work experience related to the care, handling and training of working dogs used in security enforcement. Must be able to complete the TSA Explosives Detection Canine Team Handler Program during probation/qualifying. Must complete a training program which could be up to two years. Preference may be given to applicants with recent experience actively working a canine, experience working in a canine explosives detection environment, and with a related Associate's degree. Qualifying education and experience must be clearly documented in the "Education" and "Work Experience" sections of the application. Applicants not meeting these requirements will not be considered for employment. Note: This position requires a three year commitment upon successful completion of the TSA program. Special Requirement: Must reside in a home with safe canine conditions and ample room for a dog kennel prior to completing TSA training and returning with canine. Licensing and Certification: Must possess a valid Nevada Class C Driver's License at time of appointment. Annual certification by the TSA Explosives Detection Canine Team Program is required. Working Conditions: Work extended shifts, take call and be able to respond to the airport in a maximum of 45 minutes. Must be able to care for the canine 24 hours a day. Work inside in noisy environment, and work outside in all weather conditions. Work with explosives. Exposure to unknown and potentially dangerous situations. Medical Examination: Employment is contingent upon the results of a pre-employment medical examination. Drug Testing: Employment is contingent upon the results of a pre-employment drug examination. Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor registration and drivers' license laws within 90 days of employment. Background Check: Employment with the Department of Aviation is contingent upon an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's, displaying identical names, upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc. Customs and Border Protection Security Seal Program: Employment with the Department of Aviation in this job title is contingent upon a five year employment and residency history record check and the ability to present original identity based documentation in order to meet the requirements for a Security Seal. Physical Demands Must be capable of meeting all physical requirements specified in TSA guidelines for Explosives Detection Canine Team Program. Vision, hearing, speech, and ability to communicate clearly in English. Must be able to stand and walk for extended periods of time; must be able to climb stairs. Examples of Duties Patrols airport facilities in both the secure and non-secure areas to promptly respond to threats that affect public safety or carrier operations. Conducts canine training or patrols within the view of the public to provide a noticeable deterrent. Must maintain a presence on a rotating basis in operational areas of the airport on peak and non-peak hours. Maintains liaison with Metro Police Department and the Clark County Fire Department. Responsible for ongoing canine training as mandated by the TSA to include wide and narrow body aircraft, terminal and luggage, freight, warehouse, and vehicles. Responsible 24/7 for care and feeding of the dog including maintaining the kennels is a sanitary condition, and emergency first aid as needed. Responsible for proper storage, handling and transportation of explosive training aids in accordance with program procedures. Maintains necessary training records as identified by the TSA. Uses detector dog to inspect facilities, passengers, baggage, etc., for explosives. Uses a two-way radio or other communication devices in the course of work. Prepares written reports. May use standard office equipment including a computer. Drives a County vehicle equipped with a kennel to transport the canine to various work sites and home. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team. Group Insurance: Health and dental insurance is available at a minimal expense to eligible employees, spouses and dependents. The County pays the monthly life insurance premium for eligible employees. Service Connected Disability Insurance: Eligible employees are covered by a Workman's Compensation Program in accordance with the provisions of the Nevada Industrial Insurance Act (NRS Chapter 616) and the Nevada Occupational Diseases Act (NRS 617). Long-Term Disability Insurance: The County pays a monthly premium toward a long-term disability plan for eligible employees. Vacation: Vacation leave accrual is based on length of County employment. Initial accrual is at the rate of 3.08 vacation hours for each biweekly pay period. Sick Leave: Eligible employees accrue 3.7 hours of sick leave for each biweekly pay period. Employees completing 10 years of service accrue an additional .92 hours of sick leave per biweekly pay period. Miscellaneous Leaves: Court leave, military leave, parental leave, leave without pay, blood donor leave, education leave, and County promotional/transfer application examination leave are available (upon approval) for eligible permanent employees. Retirement: Full-time employees become a member of the Nevada State Public Employees Retirement System. Credit Union: Clark County employees and their families are eligible to join the Clark County Credit Union.
