CollabraLink is seeking a DBA / ENGINEERING SME to join our team at NOAA Observing Systems. The Technology, Planning and Integration for Observation (TPIO) division is part of the Office of Projects, Planning, and Analysis (OPPA) Office in the National Oceanic and Atmospheric Administration (NOAA) Environmental Satellite Data and Information Service (NESDIS) Line Office, located in Silver Spring, MD. TPIO provides observing requirements data, observing system portfolio/architecture analysis, and manages the data sets for analytical support to NOAA senior leadership specifically, and the NOAA Observing Systems Council (NOSC), chaired by the Assistant Secretary of Commerce for Environmental Observation and Prediction. In this capacity, TPIO is the analytical working group for the Observing Systems Committee (OSC), a NOSC Sub-Committee. TPIO manages the Earth Observing Systems (EOS) and Earth Observing Requirements (EOR) data sets for NOAA and provides technical support and analysis, program advocacy, and capital asset planning recommendations to NOAA leadership. Responsibilities: The Engineering SME may have some Science Experience either academic or on the job training. The contractor shall develop a basic understanding and knowledge of the cllient's mission in Technology, Planning and Integration for Observation division does and shall use this understanding to provide new ideas, suggestions, and upgrades to the Observing Systems Council and client communication plans and carry out website oversight. Maintain and update the client's division Action Tracker database, and provide a system of monitoring critical client division action support. About Action Tracker: PostGIS is an open source software program that adds support for geographic objects to the PostgreSQL object-relational database. PostGIS follows the Simple Features for SQL specification from the Open Geospatial Consortium (OGC). PostGIS can be implemented as a PostgreSQL external extension. Monitor all internal & external data requests for client. Maintain awareness of all major client division briefing and action responses Participate in client division Staff meeting, ensuring TPIO calendar distribution and open action reporting is accurate Support the client division Integrated Product Teams and working group activities with analytical and physical science expertise. Analyze and resolve complex issues. Utilize effective verbal and written communications skills and effective presentation skills. Facilitate communication between staff, management, and other technological resources within the organization. Required Experience: 16+ years of relevant engineering experience. Includes (but are not limited to) Electrical, Chemical, Electronics, Equipment, General, Materials, and Mechanical. Bachelor's degree or equivalent work experience. Master's degree preferred.
