These divisions collectively manage a significant portion of income support and provide a variety of services to struggling Colorado families. The Office of Economic Security is the designated recipient of the Work Support Strategies (WSS) grant from the Ford Foundation, in partnership with the Urban Institute, Center for Budget & Policy Priorities, and other national partners. In this regard, the Office partners with other offices and divisions within the Department, other state agencies, the Governor's Office, county offices, and client advocacy organizations within the broad purviews of access to and delivery of benefits to families. Overall Function of the Unit The mission of the work unit is to lead the Colorado Child Support Services (CSS) program by fulfilling Federal and State legislative mandates for automated child support enforcement remedies; by providing development and support of the Automated Child Support Enforcement System (ACSES); by providing leadership in completing special Division wide initiatives. The section oversees development of CSS program policies, rules, procedures and State legislation for statewide implementation of the automated enforcement remedies; develops and operates automated data interfaces with other State agencies, private institutions and employers; and provides applicable training to state and county partners. Description of Job What You'll be Doing The purpose of this position is to: Answer a high volume of incoming inquiries from external and internal customers regarding enforcement action for non-payment of child support obligations; Provide guidance to 64 counties to maximize collections through the mass case processing initiatives; Provide advice, technical assistance and guidance to county, state, and private company users to solve operational and enforcement problems and to resolve complaints; Analyze effectiveness of automated mass case processing in relation to the Division's mission, vision and goals; Author and recommend continuous improvement strategies; Implement, maintain, and evaluate child support enforcement performance pertaining to the various automated enforcement initiatives; Monitor the Automated Child Support Enforcement System (ACSES) to ensure the automated enforcement remedies are performing as defined in the applicable business rules; Act as a Subject Matter Expert for two or more of the automated enforcement remedies; Act as the back-up trainer for the State Enforcement Unit; and Make enforcement decisions based on case status, Federal and State law, Federal and State Rules, established policies and procedures. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights What You Must Have in Order to be Considered (minimum qualifications) The Colorado Constitution, Article XII, Section 13 requires that applicants for state classified government jobs be residents of Colorado. Education : Graduation from an accredited college or university with a bachelor's degree in Business Administration, Human Services, Public Administration, Social Work, Psychology, Sociology, Information Technology, or a related field. AND Experience : Two years of professional child support experience, which includes the following: Knowledge and use of the Automated Child Support Enforcement System (ACSES), the Automated Enforcement Remedies, and CSeTools. Knowledge and use of Colorado Child Support Statutes, rules and regulations, policies and procedures. Substitutions: A combination of work experience in the occupational field or specialized subject area of the work assigned to the job, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree. Additional Education can be substituted for the experience on a year-for-year basis. Conditions of Employment Must possess and maintain a valid Colorado Driver's License and be willing to travel occasionally using a personal or state vehicle to outlying counties for training purposes. Must submit to and pass a background check/fingerprinting.
