APPLICANTS ARE ENCOURAGED TO APPLY EARLY The Division of Employment and Training connects job seekers with employers and coordinates the education and training of Colorado's workforce, ensuring the state's economic strength. Workforce Development Programs (WDP) work unit exists to plan, develop, organize, oversee, monitor, and set policy for job seekers, employers and other customers across the state of Colorado according to Federal and State guidelines. This unit also acts as department coordinator with various state groups who provide employment and training services and local service delivery entities including the State operated workforce centers and local WDP-operated offices. Within WDP, Worker Programs, Work-based Learning, Regional Services, and Business Solutions units exist to set policy, develop budgets and provide high level technical assistance and training. The work unit has total functional responsibility over statewide operation, procedures, and activities as they relate to program areas of responsibility. In addition the unit is responsible for maintenance of management and fiscal information necessary to ensure program integrity and compliance with Federal and/or State agencies and organizations involved in planning and developing workforce service delivery. The position exists to serve as the state's Senior Authority for Apprenticeship and Experiential Learning for the Work Based-learning Unit in Workforce Development Program. Desired outcomes are expanding registered apprenticeship and similar programs to include Industry-Recognized Apprenticeships and to serve a leadership role in the creation of state certifications for Industry-Recognized Apprenticeships. Responsibilities include project management, crafting of state policies and procedures, collaborate on policy development at the state and national Level and provide quality technical assistance, communication, coordination, and competency approval. In addition, this position is responsible for direct liaison with the US Department of Labor for the reporting, creating and coordinating of state-wide functions and all interactions with federal and state agencies and state legislature required to stand up and operate pre-apprenticeship, apprenticeship and registered apprenticeship programs. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's degree in Business, Political Science, Social Sciences, Humanities or related fields, AND four years of experience in Human Services, Education, Workforce Programs, Human Resources, Business Administration, Public Policy or a related field. Substitutions: Additional appropriate experience will substitute for the degree requirement on a year-for-year basis. For example, at least four years in a leadership role in education, or labor policy and administration will substitute for the required education. Additional education in Human Services, Education, Workforce Programs, Human Resources, Business Administration, Political Science (with an emphasis in government policy) will substitute for up to one year of the required experience. For example, a Master's Degree in these areas will substitute for one year of the required four years of experience. Conditions of Employment: Must be a Colorado resident at time of application. As a condition of employment, you must successfully pass a background check (both criminal and unemployment insurance benefit overpayments). Some travel may be required ; therefore the person selected for this position must possess and maintain a valid Colorado driver's license. Travel is expected to be up to 30% of the time, both in and out-of-state. Required Competencies: Experience with apprenticeship and/or pre-apprenticeship programs in any of the following roles: creation, administration, recruitment, training support or industry/business liaison. Experience in program administration, policy and report writing for senior audiences in Education, Labor or similar discipline. Must have highly-developed written and verbal communication skills, as well as being a polished presenter. Must have a high level of IT literacy. Must be well-versed in the Google Suite. Must have experience with program evaluation and analysis Preferred Qualifications: Liaison or consultation experience with business or industry on topics of workforce and talent development, education and training, and apprenticeship programs. Ability to quickly learn new software and information systems. Experience consulting with senior leaders and decision makers. Intermediate to advanced data skills, to include fluency in creating tables and charts. Fluency in mobile applications.
