Job Description
The Legislative Tracking & Communications Enhancement Project aims to enhance the legislative tracking and communication capabilities of the City Administrator’s Office (CAO) by developing an AI-powered tool. This tool will monitor legislation from introduction through implementation, provide real-time alerts, and ensure efficient communication and engagement with stakeholders. Key deliverables include the AI-powered legislative tracking tool, a streamlined legislative package system, a comprehensive communication and engagement strategy, detailed weekly reports, and public-facing documents. The scope of work involves researching and implementing the AI tool, analyzing legislation, managing communication strategies, conducting studies, responding to informational requests, and representing the department at public events. Specific duties for the Communications and Legislative Affairs Analyst include developing the AI tool, analyzing legislation, coordinating communication strategies, making policy recommendations, preparing reports, managing media relations, and handling public records requests. The project aims to improve legislative tracking, communication, and public engagement for the City Administrator’s Office.
The Communications and Legislative Affairs Analyst will perform the following specific and essential duties:
Appointment Type
This Permanent Exempt (PEX), Full Time position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointment officer. The anticipated duration of this project position is thirty-six (36) months and will not result in an eligible list or permanent civil service hiring. Project-based positions cannot be ongoing or exceed 36 months.

Nature of Work
This is a hybrid role requiring on-site work at our San Francisco office.
Qualifications
_ Minimum Qualifications:_
Education: Possession of a baccalaureate degree from an accredited college or university, and
Experience: One (1) year full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in areas such as budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Substitution: Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for the required one (1) year of experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
