    Job Description

    About the Contract Administration Bureau
    The Contract Administration group within the Infrastructure Project Administration Bureau is responsible for procurement and execution of contracts. Within the Contract Administration group is a team of approximately 25 professionals responsible for development and adherence to procedures in procuring professional consulting services and construction contracts, including emergency, MOU/MOAs, grants, government to government, and integrated project delivery contracts. This work includes preparation of Request for Qualifications (RFQ), Request for Proposals (RFPs), and Request for Bids (RFB); management of RFPs, RFQs, RFBs; selection and approval of contractors, including recommendation to award the contracts, and related contract execution.

    About the Position
    Under general administrative direction of the Deputy Director of Contract Administration Bureau, the Construction Contract Manager acts at the level of a senior manager, with complex responsibilities managing all aspects of construction procurement activities related to SFPUC Enterprises and Infrastructure Division, including over $11 billion dollars of Capital Programs such as Water Enterprise Improvement Program, Sewer System Improvement Program, Hetch Hetchy Improvement Program and many non-capital repair and replacement projects. The Construction Contract Manager is responsible for interpreting administrative code sections, analyzing current construction contract administrative procedures, strategically planning, guiding and implementing streamlined processes for design-bid-build and integrated construction contracts.

    The position will advise and collaborate on preparation of bid documents, manage staff that do advertisement through solicitation and submittal of bids, coordinate with City Attorney's office and project teams to resolve bid protests and related contract issues, review and approve insurance and bid bonds, draft and review Commission agenda items, manage contract execution processes, lead management and implementation of City wide Contractor Safety Prequalification Program, help lead construction procurement related administrative code changes, assist in the procurement, development, and implementation of SFPUC's on-line procurement system as it relates to construction contracts. This position will manage a group of staff and will prepare and review a wide variety of detailed technical and administrative memorandums, reports and records relating to construction contract matters and required approvals. This role will also work with project teams to develop contracting strategies.

    The essential functions of this position include, but are not limited to:

    • Develops, implements and maintains construction contract procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of all SFPUC construction contract procurement activities.
    • Coordinates and manages procurement work activities with multiple internal bureaus (Project Management, Engineering, Project Controls, Construction Management, Labor Relations, etc.) and external stakeholders (Contract Monitoring Division, City Attorney's office, Office of Labor Standard and Enforcement, etc.) to manage work, prevent delays in required actions and improve programs or services.
    • Leads the Capital Program construction contract strategy development and implementation of construction contracting strategies within the SFPUC, which includes assisting in the identification, development and implementation of departmental procurement goals, objectives, policies, and priorities related to Capital Programs and repair and replace contracts.
    • Leads the determination of construction contract procurement resource allocation and managing resources to meet Capital Program and repair and replace contract demands.
    • Manages and leads the development and implementation of all formal, emergency, informal and integrated-delivery construction contracts.
    • Manages and oversees all construction contract advertisements, required City, State, and Federal advertisement notification rules and associated rules for State bond funding, bid openings, protests, pre-bid meetings, timely and efficient responses to contractor's bid document questions with Project Management Bureau, contractor insurance review and approval, contractor bid bond review and approval, Commission construction contract agenda item review and approval.
    • Facilitates and coordinates with Engineering Management Bureau to develop and complete integrated delivery bid and contract specification packages for design build, progressive design build, GM/GC, etc.
    • Assists with and advises on Commission workflow approval and Board of Supervisor of construction contract packages and other documentation.
    • Works closely with City Attorney staff to prepare responses to protests and requests for information on various construction contracts and programs; investigates complaints referred by city officials and outside agencies and reports findings and proposed course of action to resolve such complaints.
    • Develops and makes presentation to the public, including other agencies, contractor associations, unions, stakeholder meetings and community groups regarding SFPUC contract strategies, vendor and outreach opportunities, policies, forms and templates, reports, methods and procedures and related construction contracting matters.

    The Construction Contract Manager (0932 Manager IV) is required to perform other related duties as assigned.

  • Qualifications

    Qualifications

    ** Minimum Qualifications:**
    Education: Possession of a bachelor's degree from an accredited college/university; AND

    Experience: Five (5) years of full-time professional experience in administering construction contracts, three (3) years of which must include experience supervising professionals engaged in construction contracting and procurement.

    Substitution: Additional experience as described above may be substituted for the required education on a year-for-year basis, up to a maximum of two (2) years. One (1) year is equivalent to thirty (30) semester units or forty-five (45) quarter units.

    Note: One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)

    Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring:

    • Experience with administrative code rules and/or contracting codes, navigating construction contracting administrative procedures and procurement processes in a government agency.
    • Experience developing and implementing streamlined processes and procedures for construction contract preparation and administration in a large organization.
    • Experience leading large scale construction contracts improvement efforts.
    • Proven leadership and management ability in directing a diverse staff of contract analysts supporting project teams.
    • Demonstrated strong oral and written communication skills including experience presenting to diverse group of audiences such as a Commission, staff, internal and external stakeholders, and the public.
