    The Department of Conservation and Development (DCD) is seeking to fill one (1) Information Systems Programmer and Analyst II vacancy. The Programmer will be working with other IT staff and is responsible for supporting and maintaining existing systems in DCD. We are looking for candidates fluent with Microsoft SQL server database knowledge and advanced querying, SSRS report development, Oracle database, Access databases, and Javascript. Experience and knowledge of Accela Land Management, API interfacex, .NET framework, website development, Power BI tools, Visual C, C# are highly desired.

    We are looking for someone who is:

    • Experienced with SQL database, Oracle SQL developer, SSRS, Microsoft Visual Studio, web development, APIs, Javascript, JSON, .Net Windows framework, IIS, XML, Visual Basic, C++, C#, HTML, CSS, Access Database and MS Office 365
    • Knowledgeable in coding, testing, and troubleshooting issues in front-end and back-end applications
    • Experienced with requirement gathering, scripting, forms, workflow, report development, and evaluating the effectiveness of change
    • Driven and has the desire to learn new technology and adapt to these changes
    • Is a collaborator that is articulate both verbally and in writing, and communicates clearly and professionally with the team and with internal/external customers
    • Dependable as your team and office will rely on you for support

    What you will typically be responsible for:

    • Learning and updating department’s information system databases and applications
    • Testing and implementing department’s system upgrades and systems enhancements
    • Resolving application problems via cross-functional team participation
    • Working with staff to identify client needs and recommend/implement resources
    • Learning how to create ad-hoc queries, design reports and provide analysis of data in the form of complex Excel spreadsheets, and charts using PowerBI, SSRS, or other reporting tools
    • Coordinating and documenting systems, projects, and processes including end-user training
    • Developing and validating user acceptance test data for accuracy of expected results
    • Maintaining confidentiality, meeting critical deadlines, and managing priorities and workload
    • Acting as a representative on a variety of related work projects
    • Learning the pertinent laws, ordinances, regulations, policies, MOUs, rules, and regulations and advising staff as necessary

    Minimum Qualifications:

    Education: Possession of an Associate of Arts degree from an accredited college with a major in computer science or information processing; OR Completion of 24 college semester units or 36 quarter units in computer science or information systems or closely related field.

    Experience: Two (2) years of full-time or its equivalent experience performing software applications programming or systems analysis.


    Substitution for Education: Additional-qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years.

    Desirable Qualifications:

    • Experience with Accela Land Management
    • Experience extracting and analyzing data from Oracle or SQL databases
    • Experience with managing MSSQL database and creating batch jobs
    • Integrate data from various back-end services and databases
    • Experience with web and mobile app development
    • Knowledge of various web-based system front-end API/GUI frameworks (SharePoint, .NET, REST API) and backend database platform for GIS Server/Datastore)
