    _ POSITION DESCRIPTION:_

    Under general direction, the Contracts & Procurement manager plans, directs, manages, and oversees the activities and operations of the Contracts & Procurement Section, including the Construction, Professional and General Services, Purchasing and Inventory Control and Real Estate sub-sections; performs related duties as assigned. Responsible for planning and managing all procurements, leases and agreements at the SFMTA through subordinate-level managers, supervisors, and staff.

    _ EXAMPLES AND IMPORTANT AND ESSENTIAL DUTIES:_

    • Assumes full management responsibility for all SFMTA procurements and real property leases and agreements.
    • Recommends, drafts, updates, and administers policies and procedures.
    • Manages the development and implementation of Contracts & Procurement section goals and objectives, and policies and priorities for each assigned service area.
    • Monitors and evaluates the efficiency and effectiveness of services provided by the procurement section; reallocates resources within section accordingly.
    • Works collaboratively with SFMTA divisions in planning contract needs and resolving policy, contracting and service delivery issues. Serves as a resource to both internal and external customers. Works with all stakeholders to identify efficient contracting methods and expedite the processing of contract actions.
    • Provides technical assistance to Contractors and SFMTA divisions regarding contract negotiations, documents, policies, and procedures. As required, participates in the negotiation of resulting contracts from assigned solicitations. Seeks legal advice as appropriate.
    • Plans, directs, and coordinates, through subordinate level staff; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
    • Supervises a team of section leaders to ensure timely award of contracts and completion of other projects. This includes conducting regular one-on-one supervision meetings and being available to staff for consultation.
    • Consults with section leaders, assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; integrates technology as appropriate; directs and implements changes.
    • Reviews contract and purchasing proposals; evaluates options; ensures compliance with federal, state, and local regulations; makes recommendations and/or approves proposals.
    • Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
    • Monitors developments and legislation related to contracts; evaluates impact upon SFMTA operations; recommends and implements practice and procedural improvements.
    • Represents the Contracts & Procurement section to other departments and outside agencies; coordinates assigned activities with those of other departments and outside agencies and organizations.
    • Attends and participates in professional group meetings; stays abreast of latest trends and innovations in contracting methods and supply chain management.
    • Responds to and resolves difficult and sensitive inquiries and complaints.
    • Performs other duties as assigned.
  • Qualifications

    _ MINIMUM QUALIFICATIONS:_

    1. Possession of a bachelor’s degree from an accredited college or university; AND
    2. Eight (8) years of professional-level contracts and/or procurement experience, of which four (4) years must be at the managerial level supervising a team (more than three) of professional-level staff performing technical contracts work.

    Education Substitution:

    Additional years of the required experience in professional-level contracts and/or procurement work may be substituted for the required education in Minimum Qualifications on a year-for-year basis. One year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units

    _ DESIRABLE QUALIFICATIONS:_

    • Experience implementing a comprehensive procurement and materials management program for a transit agency.
    • Experience managing a portfolio of real property leases and agreements.
    • Experience handling both traditional, public-sector procurements and the use of alternative procurement methods.
    • Experience researching, analyzing, and evaluating innovative contracting methods and techniques.
    • Experience with large, capital contract negotiations and contract administration.
    • Experience interpreting and applying related federal, state, and local procurement laws, codes, and regulations.
    • Ability to communicate clearly and concisely, both orally and in writing.
