Performs professional level work developing, organizing, administering and evaluating assigned programs and functions, providing guidance and technical expertise to assigned program staff, other departments, the community and program participants. Incumbent may coordinate one or more specialized programs. Provide public education and outreach on solid waste programs and initiatives including curbside recycling, commercial recycling, litter prevention, reduce illegal dumping, proper household hazardous waste disposal and waste reduction principles. Responsible for establishing Bernalillo County as an affiliate of the national Keep America Beautiful (KAB) organization. Provide support to the Keep Bernalillo County Beautiful (KBCB) advisory board. Responsible for the day-to-day operations of the programs and activities associated with KAB and New Mexico Clean and Beautiful. Responsible for researching, writing and administering grants related to the program. The ideal candidate will be outgoing and have strong communication skills and must be comfortable providing public presentations to diverse audiences including civic associations, businesses, school programs, etc. the ability to speak Spanish is a plus, but not a requirement. DISTINGUISHING CHARACTERISTICS Incumbent at this level work under limited direction, receiving occasional supervision while working toward a definite objective that requires use of a wide range of procedures and involves planning and/or determining specific procedures required in order to meet assigned objectives and solve non-routine problems. Only unusual matters are referred to a supervisor. MAJOR DUTIES AND RESPONSIBILITIES SUMMARY Develops, organizes and implements environmental education initiatives and outreach programs such as litter prevention, waste reduction, beautification, and recycling to schools, citizens, agencies, business, industry, and other groups. Conducts classroom presentations; speaks before audiences, responds to inquiries about recycling and other waste reduction programs. Provide presentations to and routinely engage with members of the public, community groups, neighborhood/homeowner's associations, schools and businesses to promote recycling waste reduction and utilization of solid waste services. Responsible for planning, organizing, implementing and evaluating all volunteer-intensive programs for Keep Bernalillo County Beautiful and is responsible for the recruitment, training, supervising, recognition and retention of KBCB volunteers. Identifies, applies and administers financial grants and other related processes in accordance with grant guidelines, policies and procedures. Responsible for the development of and adherence to program timelines and budgets. Responsible for staff hiring, training and development; performance evaluations; timekeeping; and corrective actions and other staffing/supervisory related matters in accordance with policies, procedures and collective bargaining agreement(s). Plans, organizes and coordinates special events that help keep the community clean, such as America Recycles Day, Great American Clean-up and related events, as assigned. Interacts and communicates with Solid Waste staff, County departments and various public groups on issues related to waste reduction principles. Represents County at community events, participates in presentations and special events on weekends, nights, and during non-regular hours. Writes or revises program summary reports, public education pieces and develops public communication strategies in coordination with appropriate County staff. Performs research and analysis, including cost projections, annual program budget projections and national trends. Performs data analysis in order identify trends, develop reports, and provide recommendations on policy decisions. Interprets/explains policies, processes, applicable laws, rules, regulations and guidelines specific to an assigned program to resolve problems, answers program questions and provides information to current and potential program participants. May supervise or serve in a lead capacity as needed. Minimum Qualifications Bachelor's Degree in Environmental Studies, Environmental Science, Public Administration, Business Administration, Sustainability or a related field and four (4) years' experience related to solid waste management, recycling, environmental programs, public administration, or urban planning or closely related experience; OR any related combination of education from an accredited college or university or related experience in this occupation totaling eight (8) years may substitute for the required education and experience and may be interchangeable on a year for year basis. Employee must have a valid New Mexico driver's license by employment date and maintain a valid NM driver's license while employed in this position. KNOWLEDGE, SKILLS AND ABILITIES (KSA'S) Knowledge of organizational methods and procedures relating to the effective coordination and administration of public environmental education and outreach initiatives. Knowledge of Federal, State and local laws, ordinances and regulations related to solid waste management, recycling, and household hazardous waste. Knowledge of operations, services and processes within a County department including rules, regulations and policies applicable to assigned area of responsibility. Must have knowledge of budgeting, cost control, and project management principles. Must have the ability to research and analyze complex issues, develop project plans, conduct surveys, and develop policy proposals. Knowledge of modern office procedures, methods and equipment including computers and software applications relevant to the work. Knowledge of proper English usage, grammar, spelling, vocabulary and punctuation. Ability to plan, organize, coordinate and manage assigned tasks with minimal supervision, Ability to organize programs, projects and special events. Ability to monitor, oversee and provide guidance to volunteers, assigned staff, clients and customers. Ability to maintain files and records and prepare reports and correspondence. Ability to understand and follow oral and/or written policies, procedures, and instructions. Ability to communicate effectively both orally and in writing.
