POSITION INFORMATION: The Detector Dog Handler position within the department of Agricultural Commissioner/Weights and Measures is a highly specialized position that requires successful completion of a ten week course in Newnan, Georgia under the US Department of Agriculture. The 10 week program is designed to prepare the Detector Dog Handler for their position with inspection of parcels at distribution centers such as; US Postal Service, Federal Express and United Parcel Service to identify unmarked parcels containing plant materials that could be detrimental to agriculture and the environment in California. After successful completion of the ten week course, the Detector Dog Handler will be able to perform the specialized job duties for the position. Essential Job Functions Prepares and issues written notices of violation; investigates code violations, analyzes information, prepares reports of findings and recommends actions; maintains records and prepares reports on inspections and other related matters; some positions are required to drive and operate County vehicles and machinery such as, but not limited to, large scale inspection vehicles, cranes with 250 pounds or more test weights, and other large vehicles or equipment; responds to inquiries and complaints from other agencies and the public; performs inspections and related duties to enforce standardization, plant pest quarantine, pesticide use and other regulatory requirements; uses a variety of hand-held or other test equipment such as, but not limited to, pesticide air testing devices, refractometers, scales, graduated measures, hydrometers and laptop or tablet computers; receives and applies training in the safe and effective use of various tools and equipment utilized in any of the inspection, investigation or enforcement activities that may be assigned; gathers evidence and testifies as an expert witness in administrative, civil or criminal actions and proceedings; provides technical direction to personnel assigned to assist in inspections and other tasks; issues inspection certificates and collects appropriate fees; inspects orchards, farms, nurseries, mills, apiaries, and plant shipments for agricultural pests and diseases; inspects produce cases, nursery stock, commodities, and other packaged goods weighing 25 pounds or more; inspects, tests, seals or condemns weighing and measuring devices used in commercial transactions; inspects and investigates pesticide use applications, storage equipment, worker safety records and pesticide illness complaints; assists weed abatement and integrated pest management inspectors with zone and district operations; performs package and transaction investigations, and makes test purchases or sales to verify accurate weight or measure; inspects electrical and liquid propane gas meters and large capacity scales; advises growers, nurserymen and others on pest control methods and related subjects; uses a variety of mathematical formulas, including algebra; inspects shipments for compliance with labeling, weighing and measuring codes. Requirements MINIMUM REQUIREMENTS: A Bachelor's degree from an accredited* college or university with specialization in one or more appropriate disciplines in agricultural science, biological science, chemical science, physical science, mathematics, and/or statistics, including the completion of college level courses in both Botany and Entomology** -AND- either: OPTION I: Two years of work experience*** at the level of the Los Angeles County class of Agricultural/Weights and Measures Inspector I.**** OPTION II: Two years of work experience*** performing weights and measures inspection, calibration and related functions. OPTION III: Two years of work experience*** performing agricultural inspection and enforcement. LICENSE: Two valid State of California weights and measures licenses covering Weight Verification and Measurement Verification** -AND- Three agricultural licenses covering Commodity Regulation, Pest Prevention and Plant Regulation, and Pesticide Regulation** -AND- A valid California Class C Driver License is required to perform job-related essential functions. At the level of an Agricultural/Weights and Measures Inspector I is defined as performing inspection and enforcement activities under direct supervision and may assist higher level inspectors with more difficult or complex tasks. Incumbents have completed initial agricultural and weights and measures inspection cross training at an associate level, and are expected to exercise a knowledge of Federal, State and local laws, regulations and ordinances regulating the use of pesticides, quarantine, standardization, scales, meters and the labeling and packaging of consumer products. DESIRABLE QUALIFICATIONS: Possession of current and valid State of California licenses covering Investigation and Environment Monitoring, Integrated Pest Management, and Transaction and Product Verification. Possession of current and valid National Conference on Weights and Measures (NCWM) professional certificates covering Small Capacity Weighing Systems Class III, Medium Capacity Weighing Systems, Large Capacity Scales Exam, Retail Motor Fuel Dispensing Systems, LMDVTM: Vehicle Tank Meters, and Package Checking Basic.
