Definition and Class Characteristics: Under close supervision, the incumbents of this classification perform collection activities for fines and fees that are owed to the court and are past due. Collection activities are guided by various established guidelines, rules, and regulations. Incumbents must exercise considerable judgment and tactfulness in providing equitable service to all customers. Essential Duties: Duties may include, but are not limited to, the following: * Makes collection calls to customers that have past due amounts owed to the court. * Conducts in person and over the phone interviews to assess the customers ability to pay fines and fees owed to the court. * Creates payment plans according to established guidelines and procedures. * Monitors payment plans to ensure customers are meeting their obligations timely. * Conducts skip tracing activities to locate information such as addresses, phone numbers, relatives, and place of employment to assist in the collection of past due amounts due to the court. * Provides detailed information to customers regarding case fines, fees, and due dates. * Explains the terms of the payment arrangements and the legal consequences of not meeting their obligations and possible further actions such as wage garnishments, additional penalty fees or assessments, issuance of liens, and/or an issuance of a warrant and/or referral to a third party collection agency. * Thoroughly and accurately updates the automated collection system (CUBS) and the courts case management system with the most current payment plan arrangements, and the most current customer information to document and track historical actions on cases. * Receives, processes, and prepares various legal documents, letters, and forms including Financial Affidavits, Petition for Ability to Pay Recommendations, Community Service Recommendations, and Ex Parte Deceased Debtors. * Reviews and compiles information, correspondence, and other documents related to the collection of past due debts. * Performs other duties as assigned. MINIMUM QUALIFICATIONS: Option I: Education: High School diploma/GED; and Experience: Two or more years in a public or private agency performing collection activities; or Option II: Education: High School diploma/GED; and Education: Two years of clerical or higher level experience in a court of law (i.e., municipal, superior, state, federal, military justice, or appellate court), or other court related agency with primary responsibility for activities related to the collection of court fines, fees. Substitutions: None License or Certifications: None Knowledge of:

    • Principles and practices of customer service to deliver a high quality of customer service. * Automated collections systems, collection practices, techniques, regulations and guidelines related to the collection of monies and personal information to ensure lawful and expeditious collections of past due amounts. * The use and purposes of modern office equipment to perform the required duties of the position.
    • Methods and techniques used in determining a customers financial ability to pay and assessing their assets. * Ability to: * Provide quality customer service to all customers. * Tactfully interview customers in person or over the phone to obtain relative information regarding the collection of past due amounts owed to the court. * Work collaboratively and professionally with other members of the team. * Understand and apply rules, regulations, and court policies and procedures while performing assigned duties. * Clearly communicate in writing or verbally with customers or others encountered in the course of work. * Update and maintain customer records in the court collections system and case management system. * Follow directions and carry out oral and written instructions. * Work in an environment with frequent interruptions and requiring attention to detail. Special Requirement: The employee must have the ability to transport himself/herself between or among different work locations when needed to carry out job-related essential functions. If traveling in own vehicle or court vehicle you must possess a valid California Driver License. Physical Demands: Strength, dexterity, coordination and vision to constantly use a keyboard and video display terminal for long periods of time. Hearing and speaking ability to communicate clearly on the telephone and at a public counter. Dexterity and coordination to handle files and single pieces of paper; occasional lifting of objects weighing up to 25 lbs. such as files, stacks of papers, and other materials. Moving from place to place within an office setting. Some reaching for items on high shelves and above and below desk level. Work Environment * Basic office environment with telephone, computer terminal and keyboard. * Constant computer use at workstation up to three or more hours at a time. * At times work environment is fast paced with unscheduled interruptions. * Meet face to face with members of the public.
