The Riverside County Auditor-Controller is an independent, nonpartisan elected office that functions as the chief accounting and disbursement officer of the County. The responsibilities of the Auditor-Controller are generally defined in the California Government Code. With close to 100 employees, this office was established to provide accounting, audit, payroll, and property tax administration services to County government, cities, K-14 schools and special districts. Property Tax - This division's primary responsibility is to accurately apportion property tax revenue to over 350 taxing agencies. Other duties include calculating the tax and general obligation bond rates, accounting for property tax receipts, and ensuring compliance with State dissolution laws for the distribution of redevelopment property tax. The Auditor-Controller's Office (ACO) is seeking an Accounting Technician I for their Property Tax Division. The Accounting Technician will calculate, verify, and process a variety of roll changes and reissue refund warrants. * Track warrants and roll changes; perform data entry; and distribute reports. - Reissue refund warrants; replace returned warrants; review monthly RONE analysis report for delinquent taxes before issuing refunds. - Work with the Assessor and Tax Collector's offices regarding roll changes; process roll changes based on Prop 8 assessment appeals; cancel penalties and taxes. - Interact with taxpayers regarding property taxes over the phone and in person. OR OPTION II 3 years of experience in the maintenance and review of fiscal, financial or statistical records, including 1 year in the reconciliation of accounts (experience in reconciling governmental budget accounts is preferred). 1 year of the required non-specialized experience may be substituted with the completion of 12 semester or 18 quarter units in accounting from an accredited college or university. OR OPTION III Bachelor of Science degree in Business Administration with an emphasis in Accounting from an accredited college or university. HIGHLY DESIRED: Knowledge of property tax language and revenue & taxation codes; governmental accounting experience; experience with Microsoft Word and Excel. SENIOR ACCOUNTING ASSISTANT - performs a variety of complex accounting duties which require interpretation of multiple guidelines or procedures and resolution of complex problems. Duties typically include reconciling a variety of departmental accounts, designing forms or formats for reporting and retaining data and preparing and processing accounting records, statements or transactions using a variety of accounting support documents.
