The Planners III will handle the most complex environmental planning studies and Public Works environmental permitting projects. Planners III work and act as a project manager and serves as a lead to guide and review the work of other Planners. This position works directly with project divisions as well as State and Federal regulatory agencies followed by other general duties. For more detailed information refer to the job description. CONDITIONS OF EMPLOYMENT 1) Background: Applicants must successfully pass a background check prior to appointment. 2) Travel: Travel throughout the County is required. A valid California Class C driver license is required at time of appointment. Employees in this class may be required to use personal vehicles and show proof of automobile liability insurance. Mileage reimbursement is available. Minimum Requirements Education: A Bachelor's Degree in Planning, Environmental Science, Landscape Architecture, Geography, Engineering or a related field is required. --AND-- Experience: Three (3) years of professional level environmental planning and regulatory permitting and compliance experience. Substitution: A Master's degree in one of the required fields of education may substitute for up to one (1) year of the required experience. Desired Qualifications The ideal candidate will have a comprehensive understanding of California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). The candidate will have at least five years of experience working with CEQA and NEPA policies, laws, and requirements, in addition to processing environmental regulatory permits with State and Federal regulatory agencies for road, flood control, solid waste projects, capital improvement projects, and routine maintenance activities. Candidates with strong writing, critical thinking, and decision-making skills are highly desirable.
