    Personnel Technician Salary $39,499.20 - $54,308.80 Annually Location San Bernardino, CA Job Type Full-time Department Human Resources Job Number 18-16122-01 Closing 10/12/2018 5:00 PM Pacific The Job The County of San Bernardino has an exciting opportunity for Personnel Technicians who perform a broad range of varied and difficult technical work in support of established human resources processes in the areas of recruitment and selection, classification, and employee benefits administration, as well as departmental personnel transactions related to payroll, onboarding processes and temporary staffing. The current two vacancies will directly support recruitment processes in Human Resources and temporary election staffing resources for the Registrar of Voters: Human Resources: This position will assist Human Resources Analysts in coordinating recruitments for an assigned department; meet with hiring managers, set up recruitment plans, coordinate advertising, screen applications, administer examinations, and other related duties. Registrar of Voters: This position offers an exciting opportunity to be a part of the elections process with responsibility for coordinating with temporary staffing agencies to recruit election workers to fill seasonal assignments, meeting with managers to review and develop staffing plans, tracking and approving time for temporary workers, and maintaining temporary worker files. CONDITIONS OF EMPLOYMENT Schedule for Registrar of Voters (ROV): During peak election periods, Registrar of Voters staff may be required to work a significant amount of overtime. Overtime can include evenings, weekends (both Saturdays and Sundays), and early morning/late night hours on election day/night. Minimum Requirements Education: An Associate's degree or equivalent completed college coursework (60 semester units) in business or public administration, behavioral science, human resources management, organizational psychology, statistics, or a closely related field. A list of coursework must be submitted with application if degree (as above) has not been conferred. -AND- Experience: One (1) year of full-time experience in performing personnel, human resources or employment services functions, which included responsibility for personnel processes such as recruiting, hiring or onboarding, explaining rules and regulations or policies and procedures, public contact experience, and using computer based systems (i.e., databases, word processing, spreadsheets, or Internet) to assist employees and the public with personnel or employment related processes and questions. Substitutions: 1) One (1) year of additional qualifying experience may substitute for the required education on the basis of 1 year of experience for 1 year of education. 2) A Bachelor's degree in one of the qualifying areas may substitute for 6 (six) months of the required experience. Desired Qualifications The ideal candidates for the current vacancies will possess a Bachelor's degree, three (3) years of experience supporting human resources functions and recruitment, and strong technical skills including experience with Microsoft Office, EMACS (PeopleSoft) HRIS, and NeoGov ATS. Experience onboarding temporary staff is also highly desired.
