Positions in this classification are assigned to three main areas of responsibility depending on expertise: debt finance analysis, centralized budget coordination, and fee and capital improvement program oversight. The County Administrative Office (CAO) provides direction to County departments and ensuring their vigorous pursuit of Board goals and objectives and implementation of Board-approved programs in an effective and efficient manner. The CAO's Finance and Administration Division is responsible for the preparation and administration of the County budget, including development of the five-year forecast and annual strategic plan; the administration and monitoring of the County general fund long-term debt portfolio, which includes both issuance and post-issuance activities; oversight and administration of the County's capital improvement program, and providing administrative support to the County's Law and Justice Group and Indigent Defense Program. To learn more about our County and our Vision for it, go to: Minimum Requirements EDUCATION : Bachelor's degree from an institution accredited by the US Department of Education in Public/Business Administration, Accounting, Finance, Behavioral/Social Science, or other relevant field. AND EXPERIENCE : Three (3) years of professional level analytical experience in budget, fee program management (including analysis of cost to deliver services and fee revenue projections), capital projects (including the planning, funding and implementation of major capital projects), debt financing, or organization-wide revenue related experience. The three (3) years of required experience may be in one or any combination of the skill areas described above. To be considered, experience must be obtained in a large organization with multiple and complex funding/revenue sources. An equivalent combination of education and experience commensurate with the responsibilities of the position may be considered. Desired Qualifications Depending on the area of assignment, the Ideal Candidate will have expertise in at least one of the following areas: Budget: Experience in advising on budgetary issues or strategies with organization-wide impact; coordinating with or within an executive office or the highest financial levels of an organization on issues related to the overall organizational budget; performing complex studies which may include fiscal control, purchasing, personnel management, employee relations, resource utilization, contract administration, grant utilization, and other administrative concerns to ensure effective methods of operation; and preparing complex reports by collecting data and running queries from various databases and coordinating the centralized compilation of budget details for organization-wide budget preparation and submission. Debt: Experience in advising on revenue related issues or strategies with organization-wide impact; coordinating with or within an executive office on issues related to revenue, cash flow, or debt related issues, preparing data for official statements and/or communications with rating agencies or investors; and analysis and presentation of financial data to management and other organization-wide stakeholders. Fees/Capital Projects: Fees : Experience in planning and executing a fee program for an agency or department with the intent to develop fee amounts that recover the full cost of providing services. This includes, but is not limited to, the review of time study methodologies, review and participation in the development and application of indirect cost rates, review of fee calculation methodologies to ensure the proper allocation of costs, and compliance with applicable laws and regulations. Experience should also include assisting high level management with the coordination of a major fiscal program, and preparation of documents to be delivered to high level management to assist in decision making. -- AND/OR -- Capital Projects : Experience in preparation of Capital improvement project budgets, prioritizing capital improvement projects including making recommendations to executive staff, monitoring and analyzing capital budgets including forecasting of future needs and preparation of long term cash flows. Experience obtained in public agencies and/or knowledge and understanding of the County's budgeting and finance processes is highly desired.
