Paid Vacation Paid Sick and Holiday Leave Medical and Dental Coverage For Contractor and Qualified Dependents Vision Coverage For Contractor The County's PST Deferred Compensation Retirement Plan The Department of Public Works, Solid Waste Management Division (SWMD), is seeking a Recycling Specialist-CONTRACT to implement, coordinate, and oversee a variety of recycling and waste management programs. Duties include reviewing debris management plans; attending land use planning meetings; conducting public education and outreach, developing website content; assisting with lien processing, budgeting, and hauler franchise program administration; preparing reports; implementing State mandated mandatory commercial recycling; providing customer service; overseeing 42 diversion programs; and conducting waste assessments. For more detailed information, refer to the job description. CONDITIONS OF EMPLOYMENT Background Check: Applicants must successfully pass a background check prior to appointment. Assignment: This position is required to work some weekends. Applicants must indicate a willingness to work weekends on the supplemental questionnaire. Travel: Travel throughout the County is required. A valid California Class C driver license and proof of automobile liability insurance is required at the time of appointment. Minimum Requirements Experience: Two (2) years of experience in the promotion or development of recycling or related environmental programs. -And- Education: Thirty (30) semester (45 quarter) units of completed college coursework, half of which must be upper division, in business administration, environmental science, health education, journalism, marketing, advertising, public relations, planning, or a closely related field. A list of completed coursework must be submitted with the application. Substitution: An additional year of qualifying experience may substitute for the upper division coursework requirement. Desired Qualifications The ideal candidate will have a Bachelor's Degree in Business Administration, Marketing or closely related field as well as experience in developing recycling programs and knowledge of recycling laws in California. The ideal candidate will also have excellent oral and written communication skills, intermediate to advance skills in Microsoft office suites including Publisher, and have experience using social media in a professional environment. Selection Process Candidates must complete a County application and supplemental questionnaire. The most highly qualified candidates will be referred to the appointing authority for an interview.
