    Program Specialist II - CYCS* Salary $56,992.00 - $78,332.80 Annually Location San Bernardino, CA Job Type Full-time Department Department of Behavioral Health Job Number 18-16312CYCS-01 Closing Continuous The Job Join a County Dedicated to Behavioral Health Wellness Transformation FUTURE SALARY INCREASE 3.0% Effective July 21, 2018 The Department of Behavioral Health, Children and Youth Collaborative Services, is recruiting for a Program Specialist II to conduct complex and sensitive research and analytical studies regarding the provision of mental health services so that the ongoing monitoring of service patterns and costs informs program decisions. This will require the development, implementation, and monitoring of a complex tool to monitor the fiscal and services delivery processes across multiple contract agencies. Additionally, incumbents will need to work closely with clinical staff to ensure this tool is understood and implemented. Incumbent will also perform administrative and operational program development activities; monitor contract compliance; and analyze, recommend, and develop project plans/policies/procedures and knowledge assets/tools for agency/department programs. *Official Job Title: Program Specialist II For more detailed information, refer to the job description. CONDITIONS OF EMPLOYMENT Travel: Travel throughout the County and State may be required. Employees will be required to make provisions for local transportation; travel throughout the state will be at the provision of the employer. At the time of hire, a valid California Class C driver license and proof of automobile liability insurance must be produced for the individual providing the transportation. Background Check: Applicants must pass a background investigation which includes fingerprinting, credit check and/or medical exam, prior to appointment. Minimum Requirements Education: An Associate's degree, or equivalent completed college coursework (defined as completion of 60 semester or 90 quarter units from an institution accredited by the U.S. Department of Education) , in behavioral/social science, business/public/health care administration, liberal arts or education. Completion of the County of San Bernardino Management Leadership Academy (MLA) program will be accepted toward the required coursework on the basis of four (4) quarter units of credit per MLA track completed. A list of completed college coursework or legible copies of transcripts MUST be submitted with the application if the applicant does not indicate possession of an Associate's degree, or higher, in one of the qualifying fields listed above. AND Experience: Two (2) years of professional level experience with primary responsibility for collecting, organizing, and evaluating complex data sets and making recommendations in a social services agency. Experience must also include trend projection and primary responsibility for performing at least two (2) of the following functions at a programmatic or organizational level: (1) research analysis, evaluations, and report and policy/procedure writing, (2) reviewing and interpreting legislation and/or regulations and projecting probable impacts, (3) contract development and compliance; and (4) project management and collaboration with stakeholders to plan, develop, and implement programs. Professional level experience is equivalent to a in San Bernardino County. Applicants with an acceptable combination of relevant experience and education that provides the requisite knowledge, skills, and abilities may be considered. Desired Qualifications The ideal candidate will have experience in the following areas: research, project planning and development; program/procedural impacts and analysis; contract development and compliance; technical writing; employee development and training; and working with various computer programs and software applications. The ideal candidate will also have experience leading projects, supervisory, or management experience and Bachelor's degree in a qualifying field of study.
