The Community Services Transportation Coordinator will be responsible for leading the GoDakota Collaborative, an initiative of internal and external stakeholders focused on developing and supporting more accessible, coordinated transportation services and programs to increase the mobility of all Dakota County residents, particularly older adults and individuals with unique circumstances that may require special transportation needs. This position has been grant funded since 2015 with anticipated annual renewal forthcoming. MINIMUM QUALIFICATIONS * Bachelor's degree in a field closely related to the duties and responsibilities AND * Three years of progressive project management experience AND * Leadership, facilitation and coordination experience OR * An equivalent combination of education and experience to total ten plus years. AND * Required license(s): Driver's License PREFERRED QUALIFICATIONS BEYOND MINIMUM REQUIRED: * An advanced degree in a related field is desirable. * Previous experience in a government agency * Previous experience working in or knowledge of transportation field * Experience in grant management and reporting DUTIES & RESPONSIBILITIES These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.. * Administrative Coordination: * Coordinate and facilitate meetings of the GoDakota Advisory Board, related sub-committees and working groups. * Prepare and maintain meeting agendas minutes and other relevant meeting documentation. * Prepare, distribute and speak to written status reports and other activities/outcomes to key stakeholders, Dakota County Board of Commissioners reflecting progress on GoDakota activities, programs and services. * Strategic Planning, Management, and Analysis: * Strategically lead the development and ongoing management of an annual work plan, under direction of the GoDakota Advisory Board and the community services division senior leadership. * Ensure GoDakota programs and services are effectively managed. * Consistently monitor and evaluate progress against the GoDakota work plan. * Prepare and present status reports on GoDakota initiatives to key stakeholders including, but not limited to, the Community Services Leadership Team, Dakota County Senior Management, and Dakota County Board of Commissioners. * Conduct relevant best practice research and analysis, as needed, to support GoDakota priorities identified in the work plan. * Collect and analyze data necessary for planning and grant implementation. * Contract/Grant Management & Reporting: * Manage and coordinate all aspects of the grant including, but not limited to, writing and submitting the grant request, and ensuring compliance with all applicable monthly grant requirements and reporting procedures. * Engage with other entities as needed on additional transportation agreements, contracts, and/or grants between Dakota County and federal or state agencies, Metropolitan Council, Minnesota Valley Transit Authority (MVTA), etc. * Outreach, Consultation, and Partnership Development * Build and sustain collaborative partnerships with internal and external stakeholders. * Provide consultation and technical assistance to program staff within the community services division to support increased knowledge of transportation and transit issues impacting older adults and people with special transportation needs. * Other Duties as Assigned * Perform other duties as assigned by the GoDakota Advisory Board or community services division leadership. ESSENTIAL JOB FUNCTIONS: Item 1 through 5 KNOWLEDGE, SKILLS & ABILITIES AND WORK ENVIRONMENT * Ability to lead and manage multiple tasks and priorities of varying complexity and deadlines. * Extensive communication and interpersonal skills to build and maintain strong professional relationships. * Direct experience in effectively leading discussions and facilitating meetings to build consensus. * Ability to present technical information verbally, in writing, and using graphic materials to committees and the general public with varying levels of knowledge on the topic. * Ability to analyze and interpret technical data. * Strong knowledge of computer programs including Word, Excel, PowerPoint, and a general understanding of land use mapping and transportation modeling programs. * Knowledge of the transportation needs and barriers for older adults, persons with disabilities, and persons with limited income. * Awareness of the public transit system in the Twin Cities and Dakota County. * Knowledge of Federal and State standards, rules, environmental regulations regarding transportation providers. WORK ENVIRONMENT: Work is primarily sedentary, although there is some walking, travel, and carrying of lightweight items such as briefcases, notebooks, and work papers. The work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
