This position is located in the Department of Health (DOH), Office of Health Equity (OHE). The Office of Health Equity works to address the root causes of health disparities, beyond healthcare and health behaviors, by supporting projects, policies, and research that will enable every resident to achieve their optimal level of health. The Office achieves its mission by informing, educating and empowering people about health issues; and facilitating multi-sector partnerships to identify and solve community health problems related to the social determinants of health. The incumbent of this position s serves as a Public Health Analysts in the Office of Health Equity, with responsibilities requiring extensive research and data analysis, the application of a wide range of specialized analytical methods and techniques, using quantitative, qualitative and epidemiological knowledge and skills in support of design, development, implementation and evaluation of projects, programs, and policies, including health impact assessments, community based participatory research, and public health practice. The incumbent accesses and develops strategies to accomplish program goals and objectives by directing activities as expressed by the DOH Director and OHE Administrator. Designs and implements activities that target vulnerable populations to improve the quality of population health; public health programs and services. The incumbent develops and cultivates working relationships with internal and external partners. Identifies best practices for policies and programmatic implementation. Reviews and analyzes a broad array of programs, projects, health data and information in order to advise policy development and health impact assessments to raise the health standards of residents of the District. Devises strategies for improved program delivery and communicates with community and other government agencies to solve problems. The incumbent prepares written reports summarizing data findings, recommendations and project evaluation as defined. Recommends improvements or solutions to problems, or determines appropriate actions to resolve issues. Monitors performance of various population health prevention and wellness programs, public health policies, activities and operations, as assigned through use of specific indicators and outcome measures. Supports data analysis to assess and monitor performance of Divisions and programs. Develops and maintains data collection system to monitor, evaluate and report program progress toward achievement of project goals and objectives. Researches, designs, oversees and analyzes public health program data, and policies. Reviews legislation, regulations and directives, and recommends modifications to departmental programs. Detailed knowledge of the Department's mission, function, goals, objectives and the various sources of funding in order to related needs and accomplishments to the different programs. Experience in planning and policy development, project management and administration, and resource development. Experience analyzing health policies that affect state and federally supported DOH programs. Knowledge of the methods, practices and procedures commonly used in the performance of budgetary work. Knowledge of, and proficient in the use of operating a personal computer (PC), utilizing various software (i.e., Microsoft word, Excel, Access, PowerPoint, etc.), and a willingness to learn new technology associated with assigned work tasks combined with strong analytical skills and experience working with large databases. Proven ability to complete projects within time and budget constraints. Demonstrated ability to work in collegial research teams. Thorough knowledge of factual information source for programs and finances used to formulate the operating budget. Demonstrated written and verbal communication skills and abilities to prepare accurate and appropriate reports. Education Graduation from an accredited four-year college or university with a bachelor's degree. Work Experience Three (3) years of specialized experience performing duties related to the position, at least one (1) year of specialized experience equivalent to the grade CS-12 level in the District of Columbia Government service, or its non-District equivalent. Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. OR An equivalent combination of education and experience.
