Summary This position is located in the Office of Operations, Office of
Finance, Budget and Acquisitions, Office of Acquisitions and Grants
Services. Responsibilities * Provides guidance within areas of expertise
to other Contract Specialists on all aspects of acquisitions, including
providing necessary on-the-job-training, assisting them as necessary in
dealing with various contractor personnel. * Implements acquisition
policies and procedures issued by various Federal organizations.
Analyzes legal, administrative, and other issuances that impinge on
contractors' privacy, Freedom of Information Act (FOIA) clearances, and
many others. * Reviews and revises acquisition plans, including
identifying and establishing milestones for each assigned requirement.
Monitors compliance with AP's. Reviews Requests for Contract (RFC) to
ensure compliance. * Identifies areas in Statements of Work (SOWs)
requiring revision to remedy unclear or ambiguous requirements and to
ensure no respondent is unfairly disadvantaged. * Explains revision
requests to Contracting Officer Representatives (CORs) and other program
personnel, ensuring program personnel include appropriate changes in
updated SOWs. * Ensures RFCs contain all applicable clearances, a
certification of funds, and are otherwise complete. Prepares Federal
Business Opportunities (FBO) notices and other announcements. *
Determines contents of and prepares pre-solicitation and solicitation
documents, (e.g., Requests for Proposals (RFPs), request for Quotations
(RFQs) and sources sought notices), as well as conducts pre-proposal

to qualify for the Contract Specialist, GS-1102-13 , you must meet the
following: A 4-year course of study leading to a bachelor's degree, that
included or was supplemented by at least 24 semester hours in any
combination of the following fields: accounting, business, finance, law,
contracts, purchasing, economics, industrial management, marketing,
quantitative methods, or organization and management. AND GS-13 Have one
full year of specialized experience equivalent to the GS-12 level in
federal service. Qualifying specialized experience is defined as:
independently reviewing submitted documentation to ensure completion
based on certain statutory and other regulatory orders and departmental
procedures; serving as a strategic business advisor providing
acquisition related advice on contract documentation, legislation
issues, and policy and procedures; serving as a member of the board
review team, when needed, providing subject matter expertise and
feedback on submitted contract files; working with Program Offices to
meet mission related deadlines, estimating and communicating time and
resources required to complete requested procurements; managing multiple
concurrent contract requirements without reducing productivity. NOTE:
You must submit a copy of your FAC-C level III certification or
