Incumbent is responsible for monitoring property and program costs to ensure sound fiscal management and costs control. The incumbent develops and implements effective procedures, oversight and maintains current knowledge of local and national market trends. Responsible for reviewing private and public policies and practices for Real Estate Owned (REO) acquisition, management and sale as well as the volume of the VA's property acquisitions and sales in relation to economic trends and VA's Guaranteed and Direct Loan activities. Collects and analyzes data to formulate well-supported conclusions and recommendations. Assists with contracting duties such as developing contract specifications, monitoring contractor's performance, reviewing recommendations and ensuring that the work is completed in accordance with the requirements of the contract. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-12: 52 weeks at the GS-11 or equivalent. GS-13: 52 weeks at the GS-12 or equivalent. You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. GS-12: One year of specialized experience equivalent to the GS-11 grade level. GS-13: One year of specialized experience equivalent to the GS-12 grade level. Examples of specialized experience would typically include, but are not limited to: experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience is characterized by a thorough knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of the nationwide Property Management Service Contract. The applicant must demonstrate expert communication skills to present and articulate findings to upper level management. Specialized experience would have been gained in positions that performed duties such as, but are not limited, to: * Analyzing and evaluating data and information regarding VA property reviews * Coordinating issues, researching information, compiling data, and answering routine and complex questions regarding the oversight of the Property Management Service Contract * Composing clear and concise technical and administrative VA Loan Guaranty correspondence You will be rated on the following Competencies for this position: Competency One: Knowledge of the governing statutes, regulations, policies, processes, procedures, and systems pertinent to the property management operation of the VA Loan Guaranty Program, or REO operations at other similar national-level single family home loan programs. Competency Two: Ability to analyze (i.e. review and evaluate), comprehend, and apply decisions derived from a variety of data or complex information. Competency Three: Ability to communicate clearly and concisely both orally and in writing on issues of complex analytical, technical, and policy related matters. Competency Four: Ability to use computer skills and knowledge of various software programs (e.g., MS-Excel, MS-Access, Visio,, etc.) to develop, maintain, and query data, as well as generate a wide range of reports. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is partially sedentary, however, the incumbent will need to drive and otherwise travel in order to inspect properties and review cases at the service provider facilities.
