as the Program Analyst (ADPAC) for Surgical Service. Provides initial
computer access and trains surgical residents, fellows, medical
students, staff physicians, physician assistants, nurse practitioner,
nurses and all Surgical Service personnel on all relevant computer
applications. Coordinates requests for VPN remote access for all
Surgical Service. Oversees/coordinates all Surgical Service software and
tests new versions of computer software. Initiates and follow-ups on
Without Compensation (WOC) Appointments for residents, fellows, and all
other Surgical Service staff. Submits all EPAS requests for access and
computer menus, background security investigations for all Surgical
Service staff, residents, fellows, interns, contractors, Fee Basis and
WOC staff. Responsible for the Training and Education Management Program
for Surgical Service. Works with other services and supplies input for
the annual Housestaff Manual. Works with other hospital staff to
implement integrated packages, resolve conflicts, and ensure smooth
operation of the service. Assists Administrative Officer in updating
policy and procedure manuals. Surveys Surgical Service staff members to
determine what additional ADP resources are needed. Prepares and
delivers oral presentations such as briefings, training sessions,
consultations, and strategy sessions with Surgical Service staff to
resolve controversial matters and convey information and to propose
changes. Searches a wide variety of data bases and selects the
information appropriate for the process or area of concern. Plans and
conducts comprehensive analytical studies. Collects data and prepares
reports. Analyzes trends and prepares recommendations to supervisor and
Surgical Service manages on findings and recommendations. Reviews
medical records and other sources of information in accordance with the
Quality Assurance Requirements. Searches VISTA report programs and
prepares a series of monthly, quarterly, and annual reports reflecting
the activities of Surgical Service. Requests new equipment (computers,
printers, telephones), equipment moves, new lines for Surgical Service.
Gathers, compiles prepares, and submits the annual ADP equipment needs.

as described below:Specialized Experience: You must have one year of
specialized experience equivalent to at least the next lower grade GS-9
in the normal line of progression for the occupation in the
organization. Examples of specialized experience would typically
include, but are not limited to: Experience conducting studies to
improve operations and maximize health care system resource utilization.
- Experience performing task analysis, flow charting, and similar
studies to assess performance and make recommendations to resolve issues
or problems. * Work in a large complex health care facility for
executive leadership maintaining office calendars, preparing briefings,
arranging conferences and meetings, overseeing travel arrangements and
itineraries.. OR, Education: Applicants may substitute education for the
required experience. To qualify based on education for this grade level
you mut have PH.D or equivalent doctoral degree or 3 full years of
progressively higher level graduate education leading to such a degree
or LL.M., if related. OR, Combination: Applicants may also combine
education and experience to qualify at this level. You must have an
combination of specialized experience and education beyond the GS-11
level. To calculate, first identify the percentage of required education
you have earned (when substituting, you cannot use the first 60 semester
hours that you earned). Then identify the percentage of required
experience you possess. Add the two percentages. The total percentage
must equal at least 100 percent to qualify at the GS-11. For example, an
applicant who has 9 semester hours of graduate level education (i.e. 50%
of graduate education required) and 6 months of creditable specialized
experience (i.e. 50% of the required experience) would equal 100% of the

Experience refers to paid and unpaid experience, including volunteer
work done through National Service programs (e.g., Peace Corps,
AmeriCorps) and other organizations (e.g., professional; philanthropic;
religions; spiritual; community; student; social). Volunteer work helps
build critical competencies, knowledge, and skills and can provide
valuable training and experience that translates directly to paid
employment. You will receive credit for all qualifying experience,
including volunteer experience. Note: A full year of work is considered
to be 35-40 hours of work per week. Part-time experience will be
credited on the basis of time actually spent in appropriate activities.
