    Supervisory Vocational Rehabilitation Counselor Veterans Affairs, Veterans Health Administration 4,093 reviews - Cleveland, OH $76,371 - $99,282 a year - Part-time * Performing the administrative and personnel management functions relative to staff supervised. * Establishing guidelines and performance expectations for staff. * Responsible for the administration and execution of all phases of Specialty Vocational Programs and Rehabilitation Counseling Services. * Providing supervision/oversight of Kent State University Practicum and Internship students. * Developing policy guidelines/guidance, motivational materials and information to facilitate participation in important program initiatives. * Supervising an organizational unit in which a substantial portion of the workforce is regularly involved in special employment programs and recurring requirements for counseling and motivational activities. * Ensuring internal controls on assigned functions are maintained. * Assuring documentation and reporting of programs are accurate and in compliance with program reporting instructions by means of conducting an active validation program. * Providing materials development and assistance to adhere and be compliant with CARF, JCAHO and Fidelity review. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.     • All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service. * Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service. In addition to the qualification above you must also have: Basic Requirements: Satisfactory completion in an accredited college or university of all the requirements for a master's degree in rehabilitation counseling, including an internship; OR a master's degree in counseling psychology or a related field, including at least 30 semester hours of course work in such areas as foundations of rehabilitation counseling, human growth and development, counseling theories and techniques, vocational assessment, career development, job placement, case management, and medical/psycho-social aspects of disability. Total graduate study must have included or been supplemented by a supervised internship. [For master's degree programs without a supervised internship/practicum, substitution is allowed for successful professional experience following completion of the master's degree. Experience suitable for substitution must be one full year in direct delivery of vocational rehabilitation services to adults with disabilities in rehabilitation programs, other than those in correctional facilities. The experience or internship/practicum must have been supervised by a professional in vocational rehabilitation or a closely related professional field that typically has oversight for vocational rehabilitation programs.] Non qualifying experience: Vocational rehabilitation experience obtained prior to completion of the requirements for the master's degree is not qualifying. Additional Requirements for the GS-12 level: * Specialized Experience: You must have one year of specialized experience equivalent to at least the GS-11 level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing career/vocational counseling; developing diagnosis and treatment plans; conducting case management, referral, and service coordination; performing job analysis, job development, and placement services; working in the community in activities such as engaging Veterans in job exploration, job developing, and networking. Preferred Qualifications: * Certification as Rehabilitation Counselor. * Experience with disabilities that include Spinal Cord Injury, Serious Mental Illness, PTSD, Traumatic Brain Injury. * Experience with accreditations such as CARF and JCAHO. You will be rated on the following Competencies for this position: * Knowledge of the principles and objectives of vocational rehabilitation counseling. * Knowledge regarding the skills, traits, and abilities of a wide variety of occupations. * Knowledge of standardized vocational aptitude and interest tests. * Accountability * Customer Service * Problem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Incumbent will work in an office setting at a desk; some light lifting may be required.
