Human Resources Specialist (Liaison) Veterans Benefits Administration 4,107 reviews - Washington, DC $56,233 - $88,450 a year - Part-time Duties: * Advise and direct the preparation of various types of personnel actions such as position changes, accessions, promotion, separations, etc. * Provide counseling on federal benefit programs such as health benefit, life insurance, Federal Employees Retirement System, Thrift Savings Plan, Fair Labor Standards Act, Civil Service Retirement, Leave, Family and Medical Leave Act, etc * Provide assistance, advice, guidance, and services on EEO programs, policies, and practices. * Provide information and guidance on Staffing and Recruitment processes regarding merit promotion, non-competitive recruitment, vacancy announcements, and general placement matters. * Coordinate on boarding activities and exit interviews. * Provide assistance in Labor Management Relations matters fostering sound employee-management relations and service. * Adhere to all personnel related laws and regulations. * Research and accurately interpret local, agency, and other federal policies and regulations covering all subjects related to human resources. * Prepare memorandums, letters, and email communication on various personnel related subjects. * Proactively coordinate processing of personnel actions with other Human Resources related offices. * Assist employees complete various types of federal payroll, benefits, and onboarding forms. * Track and coordinate personnel actions related to promotions, career tenure, payroll, performance evaluations, service awards, etc. * Organize workload, prioritize effectively, and meet tasks deadlines. * Secure and maintain accurate records on all HR related business and employee matters. * Ensure timely, concise, and clear communication at all levels. * Any other duties assigned by supervisor. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Applicant must provide a copy of your last or most recent SF-50 "Notification of Personnel Action" to indicate your eligibility and current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent non-award SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional non-award SF-50 that clearly demonstrates one year time-in-grade. You may qualify based on your experience and/or education as described below: GS-09: One year of specialized experience at the GS-07 grade level in the federal service; GS-11: One year of specialized experience at the GS-09 grade level in the federal service; Specialized experience: Is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically IN OR RELATED to the work of the position to be filled. Specialized experience must document technical knowledge of and the ability to apply federal rules, regulations, and procedures applicable to Human Resource management, recruitment and staffing, classification, and employee and labor relations. OR, Applicants may substitute education for the experience required. GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. GS-11: Ph.D. or equivalent doctoral degree, or three (3) full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Applicants may also combine education and experience to qualify. To calculate, first identify the percentage of required education you have earned (Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the grade of GS-11). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
