    • Washington, DC $96,970 - $126,062 a year - Part-time AS A VETERANS CLAIMS EXAMINER YOU WILL: * Develop policies and programs involving matters affecting the delivery of VA compensation benefits. * Conduct research to establish the basis for drafting proposed regulations, guidance documents, and other regulatory documents. * Provide advice and assessments on new legislation as well as existing and new management initiatives related to the disability compensation program. * Develop or amend regulations in accordance with the Administrative Procedure Act to ensure that benefits or services are provided in accordance with law. * Participate in, and often lead, working groups charged with implementing policy-related initiatives. * Research long and short-range program activities within the Compensation and Pension program in order to assess the attainment and deficiencies of the organizations business goals and objectives. * Conduct investigations of evidence involved in resolving appealed cases and special interest cases. * Prepare cases and documentation associated with high profile and sensitive issues, while advising leadership on the impact or changes associated with those issues, which may shape processes, protocol, or legal statutes for the organization in the future. * Prepare and present data and material to various audiences who have interest in the Compensation and Pension program, including Senior Executive employees, VA managers, supervisors, and employees, as well as outside parties. * Provide expert advice and consultation to leadership within the Compensation and Pension program on precedent setting or national issues, and responds to Congressional and other veteran specific issues. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/09/2018. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12 Grade Level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: * Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: : Demonstrated experience applying current and/or recent laws and regulations governing the compensation/pension/education benefit programs to include: the administration of the types of benefits and services delivered, the scope of benefit coverage provided, and the benefit eligibility requirements specified; employ technical expertise in the development of recommendations impacting policies and procedures derived from existing regulatory requirements of the benefit claims/application adjudication and allotment program processes; preparation of advisory opinions, to address and resolve complex issues relating to emerging legislation, executive orders, laws, regulations, and public opinion; perform continuous improvement studies related to proposed/existing initiatives, short or long-term goals, and program progress. THERE IS NO EDUCATIONAL SUBSTITUTE FOR CONSIDERATION AT THE GS-13 GRADE LEVEL. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
