Part-time The incumbent serves veterans and their families who are
experiencing homelessness and other complex life stressors in
conjunction with Social Work staff in the HUD-VASH Program. Performs in
a manner that promotes quality health care, outstanding customer
service, and the maintenance of an environment committed to serving
veterans. Major duties for the position includes but are not limited to:
- Aid veterans applying to housing voucher * Identify the needs of the
veteran and family to create and individualized service plan. * Advocate
for veteran assists in resolution of identified problem. * Make
appropriate referrals with the VA and the community to meet identified
needs. * Provide follow-up to ensure that the veterans needs are met.
Promotion Potential: The selectee may be promoted to the full
performance level without further competition when all regulatory,
qualification, and performance requirements are met. Selection at a
lower grade level does not guarantee promotion to the full performance

this announcement, 08/06/2018. Time-In-Grade Requirement: Applicants who
are current Federal employees and have held a GS grade any time in the
past 52 weeks must also meet time-in-grade requirements by the closing
date of this announcement. For a GS-7 position you must have served 52
weeks at the GS-5. For a GS-8 position you must have served 52 weeks at
the GS-7.The grade may have been in any occupation, but must have been
held in the Federal service. An SF-50 that shows your time-in-grade
eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees
applying for reinstatement as well as current employees applying for
Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You
may qualify for the Social Work Associate GS-7 based on your experience
and/or education as described below: * Specialized Experience: You must
have one year of specialized experience equivalent to at least the next
lower grade GS-5 in the normal line of progression for the occupation in
the organization. Examples of specialized experience would typically
include, but are not limited to: general counseling techniques to
determine the needs of clients and family members; gathering facts/data
to document patients' clinical records to refer to social workers for
treatment approach; liaison between clients and community resources for
continued care. OR, * Education: Applicants may substitute education for
the required experience. To qualify based on education for this grade
level you must have One full Year of graduate degree in Social Work
leading to a degree.. OR, Combination: Applicants may also combine
education and experience to qualify at this level. An equivalent
combination of specialized experience and progressively higher level
graduate education such as a master's degree. (To qualify by a
combination, the total qualifying experience will be calculated as a
percentage of the experience required for the grade level; and the
education will be calculated as a percentage of the education required
for the grade level. These two percentages will be added, and the total
percentages must equal at least 100 percent. If you qualify by a
combination, transcripts are requested.). You may qualify for the Social
Work Associate GS-8 based on your experience as described below:
Specialized Experience: You must have one year of specialized experience
equivalent to at least the next lower grade GS-7 in the normal line of
progression for the occupation in the organization. Examples of
specialized experience would typically include, but are not limited to:
general counseling techniques and crisis intervention to use in support
with clinical social workers with patients; knowledge of fact/data
gathering to formulate an assessment to form recommendations with
regards to treatment approach; skill in transmitting information to
community's resources for referrals. You will be rated on the following

Placement Factor * Written Communication Experience refers to paid and
unpaid experience, including volunteer work done through National
Service programs (e.g., Peace Corps, AmeriCorps) and other organizations
(e.g., professional; philanthropic; religions; spiritual; community;
student; social). Volunteer work helps build critical competencies,
knowledge, and skills and can provide valuable training and experience
that translates directly to paid employment. You will receive credit for
all qualifying experience, including volunteer experience. Note: A full
year of work is considered to be 35-40 hours of work per week. Part-time
experience will be credited on the basis of time actually spent in
appropriate activities. Applicants wishing to receive credit for such
experience must indicate clearly the nature of their duties and
responsibilities in each position and the number of hours a week spent
in such employment. SELECTIVE FACTOR: Applicant must possess and
maintain a driver's license. The driving of government vehicle on
station and in the community is required. Physical Requirements: The
work is active in both community and the Medical Center. The incumbent
will need to be able to drive a government vehicle. A significant amount
of walking throughout the Medical Center and community is required for
face-to-face contact with patients, family members and medical center
