    Human Resoureces Specialist (ER/LR) - Louisville, KY - Overview Summary Duties Major duties and responsibilities include: Employee/Labor Relations Assists the parties in problem definition and assessment of alternative approaches to problem resolution; Conducts fact-finding to provide necessary context and resolve disputes; Helps managers identify actions that are consistent with the facts and the organization's policy on discipline; Identifies the employee's due process rights under applicable laws and policies; Develops case strategy and represents the organization in formal administrative proceedings involving various motions, pleadings and arguments, and the negotiation of settlements; Reviews union proposals to determine negotiability; Drafts management proposals and/or counterproposals; Prepares written responses to appeals and formal actions; Interprets labor relations laws, regulations, executive orders, and decisions of labor relations formal bodies; Performance Management Advises for the performance appraisal, proficiency rating, competency assessment, and incentive awards programs for the facility; Explains assessment criteria of the performance appraisal program(s); Advises management about writing critical elements and performance standards; Ensures compliance with Joint Commission (JC) requirements; Provides counseling and training as necessary;?Ë? Administers the awards program involving monetary, time-off, honorary, and informal recognition. Human Resource Development Manages and advises employees on eligibility for various programs; Identifies ways to prioritize and provide cost-effective training and development programs relative to management needs; Identifies performance deficiencies due to lack of training; Employee Benefits Examines retirement applications filed by employees to compute employee annuity; Determines the amount of retirement contributions, refunds of contributions, payments, and repayments needed for service credit; Conducts health benefits open season for employees; Administers the Federal Employees Group Life Insurance (FEGLI), Health Benefit, and Thrift Savings Plan (TSP) programs for the facility; Responds to complex benefits questions; Makes presentations at retirement and benefit seminars.
