Position Description/PD#: Graduate Healthcare Administration Training Program (GHATP) Trainee/SPD#S0001-A and SPD#S0002-A Relocation/Recruitment Incentives: Not authorized Financial Disclosure Report: Not required Duties The GHATP Health System Specialist provides support to top management in learning to lead a VA Healthcare Delivery System or a smaller component/function of a VA Medical Center/Healthcare Delivery System. This training is intended to build upon and enhance basic knowledge, skills, and abilities previously obtained through higher education and experience. It requires a high degree of analytical ability and specialized knowledge related to the management of a VA Healthcare Delivery System. The incumbent will receive direction and guidance relating to the analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluation, educating and improving medical, administrative, and support operations of the healthcare system geared to the successful accomplishment of the VA mission. He/she will learn how to develop and coordinate professional service budgets and the distribution of resources to the various clinical services. Additionally, the incumbent will be given direction from a professional service perspective in such personnel matters as discipline, rewards and recognition, reassignment, staff adjustments and realignments, labor/management relationships, affirmative employment, alternative dispute resolutions and grievances.     • Maintaining current knowledge of the fundamental practices, principles, and programs related to healthcare delivery systems. - Demonstrating knowledge of various healthcare administrative areas such as budget, personnel, and procurement. - Application of regulations and standards of various regulatory and credentialing groups. - Compiling information for reporting purposes. OR, Education: You may substitute education for all or part of the required experience. A master's degree, equivalent graduate degree or two full years of progressively higher-level graduate education leading to a master's degree in hospital administration, public health administration, or other related fields within healthcare management/administration would meet the full qualification requirement. [TRANSCRIPTS MUST BE SUBMITTED THAT SHOW THE DATE CONFERRED]. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must: Possess a combination of education and experience to meet this requirement. Please note, only education beyond the first year (as defined by the school or 18 semester hours) may be credited for the combination. This will be calculated by determining your total qualifying experience as a percentage of the experience required above; then determining your education as a percentage of the education required above; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. For example if you have 6 months of experience (50%) and 27 semester hours of graduate education (9 hours beyond the first year or 50% of the creditable amount) you would qualify for the GS-9 level. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09 in the normal line of progression for the occupation in the organization. In order to qualify you must possess at least one year of experience gained in a health care environment such as an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. To be creditable, this experience must have been equivalent to at least the GS9 grade level in the Federal service. Qualifying experience for the GS-11 will include duties and responsibilities such as the following: - Interpretation and application of technical materials, rules, regulations, and processes related to healthcare delivery systems. - Collecting, compiling, and analyzing a variety of healthcare statistics or data for preparation and presentation of oral or written reports. - Applying knowledge of missions, organizations, programs, and requirements of health care delivery systems in general and in the country at large. - Familiarity with government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR You may substitute education for all or part of the required experience. A Ph.D., equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in the major field of study of hospital administration, public health administration, or other related fields within healthcare management/administration would meet the full qualification requirement.
