Position Description/PD#: Graduate Healthcare Administration Training Program (GHATP) Trainee/SPD#S0001-A and SPD#S0002-A Relocation/Recruitment Incentives: Not authorized Financial Disclosure Report: Not required Duties The GHATP Health System Specialist provides support to top management in learning to lead a VA Healthcare Delivery System or a smaller component/function of a VA Medical Center/Healthcare Delivery System. This training is intended to build upon and enhance basic knowledge, skills, and abilities previously obtained through higher education and experience. It requires a high degree of analytical ability and specialized knowledge related to the management of a VA Healthcare Delivery System. The incumbent will receive direction and guidance relating to the analysis of all areas of management including planning, organizing, implementing, coordination, controlling, evaluation, educating and improving medical, administrative, and support operations of the healthcare system geared to the successful accomplishment of the VA mission. He/she will learn how to develop and coordinate professional service budgets and the distribution of resources to the various clinical services. Additionally, the incumbent will be given direction from a professional service perspective in such personnel matters as discipline, rewards and recognition, reassignment, staff adjustments and realignments, labor/management relationships, affirmative employment, alternative dispute resolutions and grievances.
