    Program Specialist (COS) - Salisbury, NC - Overview Summary Duties The position is located in the Office of the Chief of Staff, Salisbury VA Medical Center, Salisbury, NC. As the Program Specialist, you will provide support to the Chief of Staff, Deputy Chief of Staff, Executive Assistant, and other members of the Office of Chief of Staff. Incumbent will also provide analytical support and management services essential to the direction of the organization. Major duties assigned but not limit to: Major Duties: Administrative Skills (preferable) Experience researching and writing clinical Medical Center Memorandums Excellent customer service skills Excellent written and verbal communication skills Excellent Microsoft Word, Excel, and PowerPoint skills Project Management Ability to pull data from common databases/sites (e.g. CDW, VSSC) Ability to assemble data/research into usable memo or presentation Ability to lead diverse project teams Program Management Track and trend information for programs assigned to incumbent Stay abreast of program changes from National/VISN offices and incorporate changes locally Prepare and present summary analyses of programs for Clinical Executive Committee and/or Executive Leadership Board Familiarization with contract processes; preferably has Contract Officer Representative certificate Computer Skills (preferable) SharePoint Administrator experience Light Electronic Action Framework (LEAF) portal development experience Automated Information Systems Coordinator (AISC)/Automated Data Processing Application Coordinator (ADPAC) experience *Performs other duties as assigned. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience and/or education as described below: - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. The work requires some walking, standing, bending, lifting and carrying light items such as paper, books, and charts.
