Advanced Medical Support Assistant (Primary Care Support) - Spokane, WA
- Overview Summary Duties Under PACT, patient care is delivered in a
team based model known as the teamlet. Members of the teamlet include
the MSA, a Registered Nurse Care Manager, a Licensed Practical Nurse and
a primary care provider. The teamlet provides the majority of the
healthcare needs for an assigned panel of patients and works
collaboratively with other members of an expanded health care primary
care team including pharmacists, social workers, dieticians, behavioral
health staff, etc., to provide a robust, interdisciplinary approach to
care. Important interfaces and collaborations also occur with larger
health care system providers including VA and non-VA specialists,
hospitals, diagnostic and treating facilities, and community based
programs. The Advanced MSA is able to independently manage position
responsibilities with little supervision, as well as set priorities and
deadlines, adjusting the flow and sequencing of the work to meet team
and patient needs. Duties include: - Perform receptionist duties,
customer service and other duties assigned for the proper and timely
treatment of patients and maintains appointment schedules for one or
more outpatient clinics. - Manage clinics which include independently
utilizing reference sources, decision making, and empowering the team to
collaborate and resolve problems within a complex health systems
environment. - Schedule appointments and utilize the Veterans Choice
List. - Daily review of active/pending consults, Recall list and
electronic communications. - Assist with clinic access contingency
plans. - Possess advanced knowledge of medical terminology. Work

Requirements: - United States Citizenship: Non-citizens may only be
appointed when it is not possible to recruit qualified citizens in
accordance with VA Policy. - English Language Proficiency - Six months
experience of clerical, office or other work that indicates the ability
to acquire the particular knowledge and skills needed to perform the
duties of this position, OR Education - One year above high school. This
education must have e been obtained in an accredited business,
secretarial or technical school, junior college, college or university.
One year of full-time academic study is defined as 30 semester hours, 45
quarters hours, or the equivalent in a college or university OR
Combination - Equivalent combinations of experience and education are

Determinations: GS-6: One (1) year of experience that is directly
related to the duties of a MSA and that equips you with the particular
knowledge, skills and abilities to perform successfully the duties of
this position. To be creditable, this experience must be equivalent to
the next lower grade level, GS-5, and demonstrated the knowledge, skills
and abilities associated with current MSA responsibilities. Experience
at this level includes, but is not limited to: scheduling appointments,
including interpreting and verifying provider orders in accordance with
VHA national scheduling guidelines. Assignments at this level include,
but are not limited to: scheduling, canceling, re-scheduling patient's
appointments and/or consults; entering no-show information; monitoring
the electronic wait list; preparing for clinic visits; monitoring both
inpatient and outpatient appointments for areas of responsibility;
ensuring encounter forms are completed in order to obtain appropriate
workload credit; verifying and updating demographics and insurance
information; processing all emergency and non-emergency transfers to
other VA facilities or private hospitals; performing basic eligibility,
co-pays and preauthorization requirements for specific coverage (i.e.,
TRICARE, sharing agreements, etc.). In addition applicants must
demonstrate the following KSAs: KSA 1: Ability to collaborate,
communicate, set priorities, and organize the work in order to meet
deadlines, ensuring compliance with established processes, policies, and
regulations. KSA 2: Ability to communicate tactfully and effectively,
both orally and in writing, in order to meet program objectives. This
may include preparing reports in various formats and presenting data to
various organizational levels. KSA 3: Advanced knowledge of the
technical health care process as it relates to access to care. KSA 4:
Advanced knowledge of managing a clinic. This includes independently
utilizing reference sources, decision making, and empowering the team to
collaborate and resolve problems within a complex systems environment.
KSA 5: Advanced knowledge of policies and procedures associated with
operational activities that affect the patient flow, patient care, and
the revenue process. KSA 6: Advanced knowledge of medical terminology
due to the technical nature of language utilized by clinicians.

Physical Requirements: The work requires some intermittent standing,
walking, bending, lifting, and carrying supplies and/or medical records
(under 15 pounds). For the most part, the employee is sitting during the
shift. The work requires the use of a keyboard and video display screen
to access a computer. Intermittent walking is necessary to communicate
with team members or to pick up, transfer and deliver records and other
documents needed for patient care. Utilization of a telephone handset or
headset may be required for several hours per day. Work is performed in
a clinic setting within the Medical Center or its CBOCs. There is daily
contact with patients; some possibility of verbal abuse from upset or
irrational patients or family members. The employee may be exposed to
communicable diseases. Normal safety precautions are necessary. -
