    Supervisory Medical Records Administrator (Chief HIMS) - Ann Arbor, MI - Overview Summary This position serves as the Supervisory MRA (Chief, Health Information Management) (HIMS) of the Health Administration Service at the Ann Arbor VA Healthcare System. Supervisory Medical Record Administrators at this grade level are Chiefs of HIM in VA Medical Centers that are the highest complexity level category for VHA facilities, and which are affiliated, tertiary care facility/health care system with comprehensive research programs. MRAs in this assignment provide technical advice, planning, and evaluation about health information management issues impacting the overall program on a regular and recurring basis. The MRA is the highest level professional position at the facility with responsibility for the management and direction of the health information management program and services. The Chief of HIMS at this level has the full complement of HIM supervisory responsibility including coding, scanning, release of information, and transcription, etc., and which consists of a mixture of HT38 (675 and 669) and T5 positions. Incumbent is responsible for directing the operations of all personnel working within the Health Information program and is regularly involved in labor relations and budget management. Performs the administrative and personnel management functions relative to staff supervised. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Observes workers' performance; demonstrates and conducts work performance critiques. Provides informal feedback and periodically evaluates employee performance. Resolves informal complaints and grievances. Develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters. Effects disciplinary measures as appropriate to the authority delegated in this area. Reviews and approves leave requests. Work Schedule: Monday-Friday 8:00 am to 4:30 pm Financial Disclosure Report: Not required Duties The HIMS Chief is also Responsible for maintenance and evaluation of health records, and assuring legal requirements for care are met. Performs these duties as the facility expert but does not involve substantial line responsibility for establishing and implementing overall clinical policies. Plays a central role in developing and coordinating internal review systems to assure that both clinical and administrative activities are in compliance with agency and accrediting and regulatory requirements. Responsible for assuring that all patients have a complete, accurate, and timely record of their medical care at the facility. Incumbent is responsible for leading the automation of all health information systems. Working closely with all of the service within the VA Ann Arbor Medical center, the incumbent must guide the automation of health record documentation, health record tracking, and physician incomplete record tracking. The incumbent also must support the information security program and manage much of the patient information database within VistA. The incumbent is a key advisor to the Chief of Staff, Executive Management, and clinicians and is responsible for providing technical guidance on health information issues such as documentation requirements, liability issues, advance directives, informed consent, patient privacy and confidentiality, etc. Recommends improvements in documentation used to provide patient care, to optimize VERA workload, third party reimbursement and to manage resources. Represents HAS Service and acts as subject matter expert at the facility-wide Health Records Committee. GRADE REQUIREMENTS Definitions Creditable Experience Knowledge of Current Medical Record Administration Practices. To be creditable, experience must have required the use of knowledge, skills, abilities, and other characteristics (also referred to as "core competencies") associated with current health information practice. This knowledge may be evidenced by one or more of the following: 1. The equivalent of 1 year of active practice in the health information management field that included knowledge of the content and uses of health records, computerized information systems, and disease and procedural indices; ability to apply the concepts, principles and practices of health information administration; ability to apply knowleknowledge of anatomy, pathophysiology, and medical terminology to health information management functions. OR, 2. Maintenance/possession of an active credential from AHIMA as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT); OR, Successful completion of academic course work leading to an advanced degree in health information management or a related field. Quality of Experience. Experience is only creditable if it is in health information management and is directly related to the position to be filled or in a related field, such as quality assurance, Health Insurance Portability & Accountability Act (HIPAA) privacy, or electronic medical record implementation. Qualifying experience must also be at a level and complexity comparable to medical record management experience at the next lower grade level. Registration is offered by AHIMA as a Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) and is highly desirable. Part-Time Experience. Part-time experience as a medical record administrator is creditable according to its relationship to full-time workweek. For example, an MRA would receive 1 week of full-time credit for each 2 weeks of half-time work.
