    Health System Specialist (GHATP Trainee) - Fargo, ND - Overview Summary The Graduate Healthcare Administration Training Program (GHATP) Board invites interested and eligible VA employees to apply for this engaging, intensive, and rewarding career opportunity. This 12-month program is a primary source for developing highly-trained healthcare administration professionals who provide staff support to key healthcare management officials within VA medical facilities. GHATP trainees participate in a structured training program designed to develop core competencies and targeted skill sets. Complete a diverse range of management tasks and projects in operations management, project management, finance management, quality management, information systems management, medical management, human resources management and research administration. Report directly to, and have close working relationships with the Director and Associate Director of the Healthcare System. Will work closely with the other officials in the healthcare system and the senior leadership team. This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. The GHATP Program is a 12-month experience under the preceptorship of a Medical Center Director. 12-month cycle for the program is June to June. The program requires a high degree of analytical ability and specialized knowledge of the basic principles and practices related to the management of health care delivery systems. Each trainee must also complete the following targeted developmental assignments during the program: three book reviews, three executive interviews, a shadowing assignment, an acting supervisor position rotation, a leadership development team assignment, an individual project, serve as a facilitator, involvement in community, and development of public speaking skills. OR, - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree in hospital administration, public health administration, or other related fields within healthcare management/administration (MPH, MHA, MHSA) from an accredited institution that demonstrates your ability to perform the duties of this position. An MBA or MPA may be accepted if at least two (2) healthcare courses were taken prior to completion of the degree. Usually 18 semester hours is equivalent to one full year of graduate study, unless otherwise specified by the school. or LL.B. of J.D., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.OR, - Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first year (as defined by the school or 18 semester hours) may be credited for the combination. This will be calculated by determining your total qualifying experience as a percentage of the experience required above; then determining your qualifying education as a percentage of the education required above; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. For example if you have 6 months of experience (50%) and 27 semester hours of graduate education (9 hours beyond the first year or 50% of the creditable amount) you would qualify for the GS-9 level. To meet the minimum qualifications for this position at the GS-11 grade level, you must meet one of the following: - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade In order to qualify you must possess at least one year of experience gained in a health care environment such as an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities.
