Position Description/PD#: Health Systems Specialist (GHATP Trainee)/S0002-A Relocation/Recruitment Incentives: Not Authorized Financial Disclosure Report: Not required Duties This position serves as a GHATP Trainee functioning as a Health System Specialist in the Office of the Director of the Medical Facility and is responsible for managing projects and assisting in the coordination of daily office activities. The position is responsible for all program matters under the direction of the Medical Center Director that is delegated to them. The position serves as a Health System Specialist (GHATP Trainee) within a one year formalized national training program. The GHATP training program is designed so that the position acquires the knowledge, skills, abilities and competencies necessary to assume progressively more complex responsibilities and assist the Office of the Medical Center Director in successfully meeting its mission and strategic goals. The position will develop an individual development plan (IDP) and receive recurring progress reviews by the supervisor. This position is assigned to the Director's Office of a VA Medical Center Program Office and works closely with all management staff under the supervision of a preceptor (Director) in providing support to top management and learning to lead a VA Healthcare Delivery System or a smaller component/function of a VA Medical Center or Healthcare System. The position must be assigned to the Office of the Director organizational unit, or an organizational unit responsible for similar, identical, or related functions and report to the Executive Assistant. The Director's Office of a VA Medical Center Program Office is the central operational unit managing the direction of a facility program office and coordinating multi-directional communications and relationships with internal/external stakeholders and VA headquarters. You may qualify based on your experience and/or education as described below: - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Interpretation and application of technical materials, rules, regulations, and processes related to healthcare delivery systems: Collecting, compiling, and analyzing a variety of healthcare statistics or data for preparation and presentation of oral or written reports; Applying knowledge of missions, organizations, programs, and requirements of health care delivery systems in general and in the country at large; Familiarity with government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Note: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.. OR, - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have A Ph.D., equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in the major field of study of hospital administration, public health administration, or other related fields within healthcare management/administration would meet the full qualification requirement. (You must submit transcripts if using education to qualify). OR, - Combination: Applicants may also combine education and experience to qualify at this level. Please note, only education beyond the Master's degree may be credited for the combination. This will be calculated by determining your total qualifying experience as a percentage of the experience required above; then determining your education as a percentage of the education required above; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify. For example if you have 6 months of experience (50%) and 9 semester hours towards a doctoral degree you would qualify for the GS-11 level. (You must submit transcripts if using education to qualify).
