    Accountant (TCF Intern) - Butler, PA - Overview Summary This position is only being filled at the GS-7 level. You may be promoted to the GS-9 and GS-11 level based on your performance. Regardless of your current grade or experience level, the position will only be selected at the GS-7 level. TCF is a national workforce development program within VHA that was designed to replenish technical staff in critically identified positions. The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for 2 years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements. The operating accountant located in the Fiscal service line within the Associate Director line at VA Butler Healthcare reports directly to the Supervisory Financial Manager. The accountant is responsible for the detailed and efficient operation and control of day-to-day fiscal activities at this facility. S/he serves in a developmental capacity accomplishing a prescribed agenda of formal/informal classroom and on-the-job training, rotational job assignments, and self development. Minimum Qualifications: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: - Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; - A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or - Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A (will be completed after applying at our facility); and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. You may qualify based on your experience and/or education as described below: - Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: conducting accounting practices, methods, and techniques to perform assignments independently; reviewing documents for compliance with existing manuals, regulations, and station policies; conducting audits or simple programs; working with personal computers and work processing, database/spreadsheet, and email software. OR, - Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have t - One year of graduate-level education in accounting or a related field such as business administration, finance, or public administration. - Superior academic achievement. In order to be creditable under this provision, superior academic achievement must have been gained in a curriculum that is qualifying for the position. Superior academic achievement is evidenced by one of the following methods: tt - Class Standing-Applicants must be in the upper third of their graduating class in the college, university, or major subdivision, such as College of Liberal Arts or the School of Business Administration, based on completed courses. - Grade Point Average-Applicants must have a grade point average of 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computer based on courses completed during final 2 years of curriculum, or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. - election to membership in a national scholastic honor society.
