Duties This position will be located at the Iowa Veterans Home in Marshalltown. The Health Technician, Telehealth Clinical Technician (TCT) assigned to Telehealth, is a technician who serves in a generalist role who supports and manages all Telehealth modalities. This includes resolutions of clinical encounters from the patient and provider location as the site Telepresenter, imaging for Telehealth Store and Forward application, clinic manager for real time Telehealth events which includes patient education activities, provision of equipment for the Home Telehealth (HT) program, technical and scheduling activities. The TCT functions in the Rural Health program and other program support duties as assigned. The TCT is expected to float to other VA CBOCs and the main facility at times to ensure seamless patient care coverage. One year of experience in a heath care filed that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical assistant (or technician) or health technician. - Education. Four academic years above high school leading to a bachelor's degree with courses related to the occupation. tEducation/Training Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. - English Language Proficiency: NAs must be proficient in spoken and written English in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3j. The TCT will become a certified Store and Forward Imager in Tele-wound, Tele-retinal, and Tele-Dermatology imaging. TCT will assist the HT Registered Nurse with HT equipment set-up and trouble shooting . S/He is responsible for the patient site clinical, business, scheduling, and technical aspects for real-time Telehealth applications, including, all specialty and primary care Telehealth encounters (clinical Video, imaging, and support of Home Telehealth) within the Veteran's home, residence, hospital, or long-term care facility. Installs, maintains, inventories, and trains staff on all video-conferencing technologies, Telehealth peripherals including stethoscopes, otoscopes and scheduling software used to coordinate, manage resources and connect staff, resources, patients, and providers in the manner effective to delivery of services, patient care, education, and training. The TCT will set up and adjust specialized clinical computers, cameras, and other equipment with multiple features and precision metrics requiring precise interaction setting applications and positioning to operate the equipment correctly. The TCT conducts quality control procedures on equipment and products and maintains proper records for quality control reports and workload reporting. The TCT is expected to display an enthusiastic spirit to create motivation and achieve results as evidenced by involvement in presenting all Telehealth modalities to associates at all levels which in turn expands the program. - Maintains a valid driver's license - Demonstrates excellent communication skills in collaborating with patient, family, co-workers and PACT. Provides excellent customer service - Knowledgeable and highly familiar with technological resources to include but not limited to Excel, internet, VISTA, Microsoft Office, and utilization of Microsoft Outlook - Displays knowledge of Telehealth technologies appropriate for each type of visit and how to trouble shoot technical issues that may arise with the technology, particularly mobile Telehealth devices Preferred Experience: - Poised and articulate in communicating with individuals of varied education and ethnic backgrounds - Able to accurately schedule clinic appointments in VistA per the VHA outpatient scheduling processes and procedures - Cooperative team member evidenced by accountability to Veterans and Telehealth Team Members - Self-motivated with ability to effectively multi-task with strong attention to detail and minimal supervision Grade Determinations: GS-5 (Entry Level) - Experience or Education.
