Description of Duties: This position is located in the employee/labor relations (ER/LR) section of the Human Resources Management Service (HRMS), Department of Veterans Affairs, VA Manchester, NH. The incumbent is responsible for providing guidance, consultation, and assistance to managers, supervisors, and employees on all employee and labor relations matters occurring within the VAMC and serviced activities. The incumbent advises on a variety of ER/LR programs and issues. Supports labor management partnering, negotiations, and/or litigation. The incumbent will also serve as the facility's Local Reasonable Accommodations Coordinator (LRAC) or alternate as appropriate, drug-free workplace coordinator or alternate as appropriate and perform/advise on suitability issues that arise from personnel security matters. Examples of specialized experience would typically include, but are not limited to: Provides managers and employees with information and interpretations of the organizations HR (ER/LR) policies, procedures, and guidelines; Reviews complaints or grievances, performs fact-finding as necessary to advise management; Prepares disciplinary and adverse actions, grievance and appeal letters and evidence files related to Title 5, Hybrid Title 38 and Title 38 positions; Provides counseling to employees on complaints or inquiries not referred by employee to supervisor and/or refers employee to appropriate organization or obtains information for the employee; Provides expert technical guidance and advice including training to management in sensitive issues stemming from grievances, appeals, disciplinary actions, adverse actions, medical determinations, employee-management issues, etc.; Reviews and analyzes new or proposed HR (ER/LR) policies, procedures, and guidelines for impact on the organization's practices and makes recommendations to management on the need for changes in existing policies; Provides consultative advice on how to address poor performers, to include the independent creation of legally sufficient performance-based counseling letters, performance improvement plans, and performance counseling documents; Provides training to employees and supervisors on the performance management program, to include employees ability to be involved in the process, supervisors requirements, and mid-year/end-of-year actions; Reviews performance appraisals in the 5-level program, proficiencies for both physicians and nurses, as well as Executive Career Field (ECF) appraisals for completeness and accuracy; Represents management as team member or technical advisor for substantive issues such as unit determination, and attempts to further the partnership between management and labor organizations; Serves in any capacity on the various negotiating committees exercising responsibility for participation in the formulation and on presenting various collective bargaining issues and demands, preparing draft agreements, resolving disputes arising out of the bargaining process, Executive Order, and decisions of appropriate labor relations authorities; Assists the Human Resources Officer in developing complex agency position, proposals, and strategies and preparing management negotiating team for controversial issues; Responsible for providing advice and guidance as well as monitoring of employees and managers regarding the Drug-Free Workplace Program. Ensures reports are prepared as necessary; Ensures facility compliance with VA HB 5383 including audit of new hires, coding, and placement of DT acknowledgement memo in the eOPF; Assists supervisors and management officials at all levels with processing requests for reasonable accommodation, including using DoD's CAP; interpreting regulations and statutes; and reviewing existing policies and procedures; and recommending appropriate changes in policy and procedures; Provide information to employees and applicants for employment and answer questions about the reasonable accommodation process; Administers, tracks and reports on the Personnel Security program, which requires review of background investigations and suitability determinations to ensure compliance with regulatory requirements; Records the position sensitivity and risk level for each position as assigned by the VISN 1 CCU and ensures that all position descriptions have appropriate Position Risk and Sensitivity Level Designation (PDAT). - Education: Applicants may substitute education for the experience required.
