The function of this position is to assist the Supervisory Investigator in performing a full range of investigative assignments, which involves cases ranging from routine to complex in nature, requiring considerable skill in establishing the interrelationship of facts or evidence. Investigations vary based on allegations, and investigative plans are regularly updated as the investigation progresses. The incumbent is expected to plan and conduct investigations using ingenuity, independence, and the ability to adapt the investigative plan to meet unanticipated development. Duties and Responsibilities * Investigates safety sensitive incidents and school bus accidents, which are often complex in nature and may involve conflicting evidence that requires an in-depth knowledge of applicable laws. Conducts field investigations and fact-finding activities. Prepares comprehensive investigative reports and findings, summarizing the results of the investigation in a clear, logical, impartial, and properly documented manner. * Conducts interviews with parties involved in/witness to accidents, incidents or safety sensitive complaints. Determines the proper course of action, and plans, coordinates, initiates, and directs the actions necessary to resolve the complaint. Prepares investigative reports in accordance with appropriate guidelines. Frames allegations and assembles reports of investigation for review. * Processes investigations from origination through case closure, and maintains case files as appropriate, including the preparation of letters, messages, memoranda, and briefings with accompanying visual aids. In some cases, investigations processed at this level result in review of process, procedures, or program effectiveness. * Summarizes, analyzes, and arranges documentation and other evidence for review by the supervisor. Makes recommendations for resolution of investigations. Verifies information obtained to establish accuracy and authenticity. * In conjunction with the Supervisory Investigator or designee, plans and conducts complete investigations over a wide variety of operational programs and activities throughout the Division related to fraud, irregularities, conflict of interest, false pretense, employment falsifications, etc. * Contacts District, Federal, State, Municipal, and Local agencies and authorities to obtain facts, signed statements, explanation of actions, sequence of events, and whatever related information as required. Devises the plan of inquiry to obtain essential facts through interviews, observations, records, documents, and analysis. * Examines records, books, reports, correspondence, and other data of consequence related to transactions, actions or allegations under investigation. Verifies and corroborates all information obtained, presented, or alleged to establish accuracy and authenticity of facts and/or evidence. Determines when the investigative process has been completed, and determines when further investigative work would be unproductive. * Presents the investigative findings in comprehensive reports, setting forth therein all evidence of facts and circumstances with a view towards criminal-civil prosecution and/or administrative action. * Assists federal and local law enforcement agencies in the preparation of case presentation to the grand juries. Assists the District of Columbias Office of the Attorney General in the preparation of cases for criminal, civil, and/or administrative action. * Participates in meetings and conferences for the purpose of discussing or disseminating information, and for clarifying program matters relative to compliance monitoring. * Testifies in court on behalf of the Division for internal and external investigations. * Performs other related duties as assigned. This is an Education Service (ES), "At-Will" Appointment. This position is not part of the collective bargaining unit. Knowledge Required by the Position * Knowledge of a wide range of concepts, principles, practices, and laws pertinent to investigation and inquiry activities. Knowledge of organizational structure, operations, policies, mission and other responsibilities of the departments diverse organizations. * Knowledge of investigative and research principles, techniques, methods, and procedures. Ability to conduct investigations, and apply relevant bodies of laws, regulations, or orders to the facts of the case being investigated. Skill to interpret laws or regulations and develop guidelines in areas where methods and principles are questioned or challenged. * Skills in conducting investigations, interviewing, fact finding, and data analysis; approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation; and in establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations. * Knowledge of the rules of evidence and the scope, application, and interpretation of the specific laws and regulations relating to the investigative jurisdiction of the agency. Skill in recognizing/detecting fraudulent information or discrepancies of information; and, the ability to identify useful tools available in fraudulent document detection. * Excellent written, oral and technological (computer) communication skills to report facts accurately in a concise, logical, and objective manner. Ability to make positive decisions, deal effectively with others, and gain their confidence and cooperation. Education and Experience * Must possess at least one (1) year of specialized experience equivalent to the grade 09 level. * Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to, planning, organizing, and conducting investigations that cover a diverse range of subjects and allegations in such areas as transportation and terminal operations, routing and logistics, employee misconduct and/or negligence, and verbal and physical altercations, etc., and, providing clear, concise, and persuasive briefings to supervisor as to the status of investigations, timely resolving the assigned cases and delivering the results by either live testimony or written report, or both; or other similar duties. * Specialized experience stated above is highly desirable. And A bachelors degree in criminal justice, psychology, business law, or other closely related field gained from an accredited college or university OR * An equivalent combination of education, training, and experience. Licensure and Certification * Must maintain a valid drivers license. Physical Demands While performing the duties of this job, the incumbent is frequently required to sit, stand, walk stoop, kneel, crouch, or crawl; and to talk and listen in an effort to comprehensively gather evidence and data. Special Requirements Incumbent must be able to work in external/outside weather conditions. Sensitivity Level This position is designated as security sensitive per DPM Chapter 4, Suitability.
