General Job Information This position is located in the District of Columbia Homeland Security and Emergency Management Agency (HSEMA), Information Collection and Coordination Center Watch Desk; a 24/7 regional situational awareness center located within HSEMA's Washington Regional Threat Analysis Center (WRTAC). The IC3 maintains a 24/7 all hazard watch capability with the primary mission of maintaining regional situational awareness with the NCR by monitoring emerging incidents or potential incidents with possible operational consequences. The IC3 program is managed on behalf of the Metropolitan Washington Council of Governments (MWCOG), under the authority of IC3 Steering Committee of the Chief Administrators/Officers Committee. The IC3 analysts collect and analyze information from a variety of sources, data feeds, and contacts to develop NCR-specific situational awareness. This information is used to develop notification messages, standardized and specialized reports, and briefings for NCR partners, including senior officials, operations centers, emergency managers, and stakeholder jurisdictions, agencies, and organizations. The IC3's primary mission is to maintain regional situational awareness within the NCR by monitoring emerging incidents that have regional or potential regional operational consequences to include, but not be limited to, life safety, incident stabilization, property protection, protection of the environment, coordination of resources in excess of jurisdictional resources, and providing prompt notification to relevant regional partners through emergency messaging and weekly reports. Major Duties/Responsibilities: Incumbent gathers information through active monitoring of data feeds in the NCR, primarily through the NCR Dashboard tool, to identify incidents and events of regional importance in the NCR. Analyzes and verifies incidents to determine potential and actual impacts of the event or incident on the NCR; assess the magnitude of the emerging incident or event, including verification and analysis of the initial impact and determining the potential for contributing factors from current NCR conditions. Incumbent analyzes information to determine relevant mitigation issues or anticipated cascading effects, then disseminates information through notification messages, updates, and situation reports in a timely manner. Incumbent issues notifications to regional partners through the Everbridge Regional Incident Communication and Coordination System managed by MW COG or email. Operational experience working in or with Emergency Operations Centers; knowledgeable of local state and federal government laws and regulations affecting emergency management services. Knowledgeable of organizational structures, operations, and policies of local government; and familiarity with transportation and commuter networks, key access routes, and major road arteries in the NCR. Thorough knowledge and experience utilizing Microsoft Office products such as Excel, Access, PowerPoint, and Word. Experienced and thorough knowledge using data mining software applications and analyzing information from a variety of sources and information feeds. Thorough knowledge of GIS mapping solutions to ensure appropriate information is provided to facilitate sound analysis in the areas studied. The incumbent works under the general direction and supervision of the IC3 Program Manager, who makes assignment in terms of general objectives and priorities. The incumbent works independently in planning and carrying out assignments, resolving most of the conflicts, and coordinating the work. The incumbent is expected to demonstrate initiative, creativity and sound judgment when planning, developing and implementing an approach to be taken or methods to be used. The IC3 Program Manager is kept abreast of potentially controversial findings, issues or problems of wide impact. Completed work is reviewed in terms of feasibility, compatibility with other inter-agency watch staff, and the JAHOC Watch Commander for effectiveness in meeting requirements or expected results. This position is a part of the Collective Bargaining Unit (CBU) FAH/HSEMA. Performs other related duties as assigned. Qualifications Experience that equips the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. General experience is one (1) year of progressive experience, which was equivalent to at least a one (1) grade below, which demonstrates the ability to: 1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions 2. Plan and organize work 3. Communicate effectively orally and in writing Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Licensures, Certifications and other Requirements The incumbent is designated as an essential employee and must be willing to work flexible hours, including weekends and evenings, to support the Districts overall preparedness. In the event of an emergency, the incumbent may be called into work. Must possess a valid state Drivers License. Incumbent must obtain and maintain a Security Clearance at the Security level. The incumbent will fulfill all training and activation requirements as part of the Incident Management Support Team (IMST) within the Emergency Operations Center (EOC). Demonstrate competence in the EOC role and complete position specific training towards certification in designated role. Education An Associates degree in Criminal Justice, Public Administration, Emergency Management, Homeland Security, Mass Communications, or related field is preferred. Work Experience General experience is one (1) year of progressively responsible experience, which was equivalent to at least a one (1) grade below. Experience in Emergency Management or Communication operation centers or related career field, including but not limited to: U.S. Military, National Guard, or Army Reserve Forces; Fire and/or Emergency Medical Services, and/or Federal, State or Local Law Enforcement; or a combination of both is preferred.
