    CHILD SUPPORT TECHNICIAN Greene County, MO - Springfield, MO $14.81 an hour Purpose of Position: The purpose of this position is to perform case preparation, specialized legal work and management tasks for child support cases in the Springfield Regional Prosecutors" Child Support Office. A child support technician will work on child support cases referred to this office by the Missouri Department of Social Services, Family Support Division, Child Support Program, for the establishment of paternity and/or support orders or for the enforcement of both administrative and judicial orders (both in state and those using UIFSA/FFCCSOA.) A child support technician will serve under the direction of the First Assistant Prosecuting Attorney/Director and the Office Manager/Supervisor of the Child Support Unit in the Office of the Greene County Prosecuting Attorney. Essential Duties: The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Be competent with the Missouri Automated Child Support System (MACSS) and understand the various screens, data available and the data that the technician should enter and update. Be competent with the Office"s electronic case management system and understand the various fields, the data that is retained and the data that the technician should enter and update. Be able to respect and maintain confidential information held by various state and federal agencies and use that information only for purposes of the IV-D program. Be able to work as a team with other staff in the office to accomplish the performance goals set forth by FSD and the First Assistant Prosecutor. Be flexible to changing policies and learning new information or methods for continued personal and Office success. Specifically: Accept referrals and close referrals in MACSS with the appropriate DIARY notes and documentation. Receive and review child support referrals from the Missouri Department of Social Services, Family Support Division, Child Support Program (FSD). Track referrals and case actions for court appearances and monitor case payments pursuant to office policy. Be responsible for complying with state statutory and regulatory requirements for IV-D case processing in MACSS and comply with both audit and cooperative agreement requirements set forth by the FSD. Be responsible for the case file creation and maintenance; work with both clerks and assistant prosecutors to timely prepare, file and mail correspondence and pleadings. Prepare a variety of legal documents including petitions, motions, orders to show cause, writs of body attachment, warrants, judgments and criminal complaints/information. E-file legal pleadings in all counties and understand e-services, e-notices and how to import electronic documents into the case management system. Communicate via email with the FSD to exchange information as required by the audit criteria and the cooperative agreement with the FSD and to inquire for additional information at the request of an assistant prosecutor. Prepare and update the case file and case management system for initial court appearances and trials. Compile documents and copies. Update exhibits as needed. Calculate child support arrearage statements. Interview witnesses, custodial and noncustodial parents regarding needed financial and employment information and related documentation. Gather evidence. Prepare case summaries for prosecutor. Prepare a Form 14 for establishing child support obligation in paternity cases. Testify in court, as needed. Coordinate with FSD to schedule blood tests to determine paternity. Work with Circuit Court and Judge/Commissioner"s staff to schedule court dates for order to show cause actions and paternity defaults. Work with county Sheriff Offices to coordinate and communicate about issues regarding service of process, Writs of Body Attachment or warrants. Notarize documents as appropriate. Assist Clerks and APAs with their duties as appropriate or directed. Minimum Qualifications: Preference will be given to candidates that have a Bachelor"s degree in human services field or legal field, one year experience related to child support enforcement, or an Associate degree and three years of experience. Any combination of education and experience that provides equivalent knowledge, skills, and abilities may apply. Ability to navigate Microsoft Office 2007 programs including Word, Excel, and Outlook email. Ability to navigate both MACSS and the in-house case management program, Caseview.net. Abilities: Language Ability and Interpersonal Communication - Ability to analyze and categorize data and information in order to determine the relationship of the data with reference to established criteria/standards. Ability to compare, count, differentiate, measure and/or sort data, as well as assemble, copy and record and transcribe data and information. Ability to classify, compute and tabulate data. Ability to persuade, convince, and/or train others, including the ability to act in a lead worker capacity. Ability to advise and interpret how to apply policies, procedures and standards to specific situations. Ability to utilize a wide variety of advisory data and information such as financial statements, referral forms, docket sheets, motions, orders, judgments, stipulations, legal notices, case summaries, affidavits, court records, writs, subpoenas, legal briefs, depositions, court rules, motor vehicle information, public assistance records, criminal records, employment/payroll records, bank records, tax records, genetic testing results, postal records, directories, statutes, procedures, guidelines and non-routine correspondence. Ability to communicate orally and in writing with attorneys, custodial and non-custodial parents, law enforcement personnel, court personnel, Judges, Court clerks, City clerks, in and out-of-state child support personnel, military personnel, genetic testing lab personnel, physicians, witnesses and county department personnel. Mathematical Ability Ability to add, subtract, multiply and divide, and calculate percentages, fractions, and decimals. Judgment and Situational Reasoning Ability Ability to use functional reasoning and apply rational judgment in performing diversified work activities. Ability to exercise the judgment, decisiveness and creativity in situations involving the evaluation of information against sensory and/or judgmental criteria. Physical Requirements Ability to operate a variety of office equipment including computer terminal, fax machine, photocopier, scanners, and printers. Ability to coordinate eyes, fingers, hands, feet and limbs in performing semi-skilled movements such as data entry. Ability to exert very moderate physical effort in sedentary to light work, typically involving lifting, carrying, pushing, and pulling up to 50 pounds. Ability to sustain prolonged visual concentration. Ability to recognize and identify similarities or differences between characteristics of colors associated with job-related objects, materials and tasks. Environmental Adaptability: Ability to work under generally safe and comfortable conditions where exposure to repetitive computer keyboard use, irate individuals and intimidation may cause discomfort, but poses little risk of injury. Employee will be required to demonstrate continued knowledge of this position"s current regulations and requirements.
