    Position Description

    Position: HR Specialist (GS-12) at Washington Headquarters Services (WHS) Human Resources Directorate (HRD).

    Key Responsibilities:

    • Knowledge of civilian personnel administration policies, regulations, various automated systems (i.e., Defense Civilian Pay System (DCPS), Remedy System, Defense Civilian Personnel Data System (DCPDS), electronic Official Personnel Folder (eOPF) system, USA Staffing), and requirements in order to coordinate and effect placements, and complete associated personnel actions.
    • Develop and execute recruitment strategies and handle recruitment/placement, benefits, job analysis, workforce planning, and position evaluation for both Title 5 and DCIPS positions.
    • Utilize specialized HR knowledge and automated systems to process a wide range of personnel actions accurately and efficiently.
    • Coordinate with Defense Finance and Accounting Service (DFAS) regarding any personnel actions that do not properly flow or post to DCPS.
    • Provide expertise and make decisions on entitlements to benefit programs such as health benefits, life insurance, retirement programs, etc.
    • Process retirement estimate requests and retirement packages.
    • Review and approve employee benefits transactions that are exceptions to the EBIS process.
    • Assemble and process retirement packages and serve as the customer point of contact upon receipt of completed retirement applications.

    Position Duties/Responsibilities

    Position Requirements:

    • Mastery of advanced HRM and DCIPS principles, concepts, regulations, practices, laws, precedents, procedures, and practices.
    • Knowledge of civilian personnel administration policies, regulations, and automated systems (e.g., DCPS, Remedy, DCPDS, eOPF, USA Staffing) to coordinate placements and complete personnel actions.
    • Knowledge of recruitment and placement programs, civilian personnel administration policies, various automated systems, and regulations.
    • Skilled in written and oral communication techniques, analytical methods, and problem-solving.
    • Ability to establish and maintain effective relationships with supervisors and managers.
    • Ability to obtain and maintain a Secret security clearance.
