    Job Description

    The fifth largest in the US, the Philadelphia Police Department services 6,500 sworn personnel in an environment that is technology-forward. Utilizing desktop, mobile, and cellular apparatus and cutting edge software, it strives to use all tools at its disposal in its crime-fighting efforts. From its new headquarters, there is a state-of-the-art tier 3 data center, along with ergonomic workstations for the IT staff, IT is at the forefront of these efforts. The Information Technology Manager oversees the greater part of the IT operation, including the Applications and IT Support teams along with direct engagement of Police personnel. Consulting with the Director, Information Technology, this role supports the Platform Engineering team, as well as the administrative and budgetary functions of the entire staff. This position reports to the Director, Information Technology.

    Essential Functions

    • Determine the goals of IT initiatives within broad outlines provided by OIT executive management and Police Department echelon.
    • Ensure PC’s and Printer equipment is deployed to multiple locations and refreshed as necessary.
    • Manage the work efforts of the Applications, and IT Support teams, including the Service Desk.
    • Contribute to the continuity of computer services by providing necessary technical leadership and project coordination.
    • Ensure Service Tickets are dealt with in a timely fashion.
    • Review/evaluate requests for purchases of hardware/software for feasibility and necessary funding.
    • Forecast costs, equipment, overtime and personnel needs for projects and programs as required and related to Police Department MIS operations.
    • Prepare long and short-range plans for application selection, systems development, and acquisition of the resources needed to support them.
    • Establish and maintain relationships with both internal and external clients utilizing Police Department information technology resources.
    • Uphold IT standards, policies, and procedures including CJIS requirements.
    • Stay abreast of the latest developments in MIS technology.
    • Determine staff development requirements and ensures technical support staff receives suitable training.
    • Monitor and provide status updates for activities related to Police IT operations and staff assignments.
    • Other related duties as assigned.

    Competencies, Knowledge, Skills and Abilities

    • Experience with enterprise system implementations and solution architecture.
    • Working knowledge of SDLC activities with a focus on Continuous Improvement.
    • Strong knowledge of IT service management (ITSM) principles.
    • Ability to make decisions and recommendations on technology strategies.
    • Ability to learn quickly in a dynamic environment.
    • Excellent spoken and written communication as well as receptive listening skills, with ability to present complex ideas in a clear, concise fashion to technical and non-technical audiences.
    • Ability to work with cross-functional/cross departmental teams.
    • Demonstrated history of leading teams in a fast-paced environment.
    • Ability to work with deadlines and changing priorities in a complex environment.
    • Ability to exercise strong judgment in analyzing, appraising, evaluating and solving problems of a difficult procedural, organizational, administrative or technical nature.
    • Ability to analyze information related to computer technology to assist in directing management in the selection of software and hardware to meet the needs of the business unit.
    • Ability to manage vendor relationships, including hosted systems and vendor-managed applications.
  • Qualifications

    Qualifications

    • Completion of a Bachelor’s degree program at an accredited college or university, which has included major course work in Computer Science, information science, systems analysis, software engineering, or a closely related field. A postgraduate degree is a plus.
    • 5+ years related information systems experience in a management capacity.
    • Experience in a governmental environment a plus.
    • Any equivalent combination of education and experience determined to be acceptable by the Office of Innovation & Technology and Human Resources.

    Additional Information

    Salary Range: $105,000 - $115,000

    Starting salary to be determined based on experience and qualifications.
