    Job Description

    Position Summary

Working under the supervision of the Infrastructure Workforce Development Manager in the Office of Transportation and Infrastructure Systems (OTIS), the Infrastructure Job Coordinator will support the implementation of Geographic and Economic Hiring Preferences (GEHP) on public works projects. The City of Philadelphia has been awarded hundreds of millions in grants to make infrastructure improvements and strengthen the infrastructure workforce in Philadelphia. The IST leads the City’s GEHP policy, which requires contractors to meet stated hiring goals on City public works projects. The Coordinator will serve as a critical link between the City of Philadelphia, contractors, union representatives, workforce partners, and jobseekers to support equitable hiring and retention of apprentices and journeypersons on City-led infrastructure projects. The Coordinator will work in tandem with the existing union hiring systems to ensure that hiring goals are achieved.

This role is an opportunity to reduce barriers and improve access to quality jobs in the construction industry through policy implementation and direct service.

      • Collect and analyze monthly labor reports to ensure compliance with the City’s databases for public works contracts (e.g., LCP Tracker, ECMS, PHLContracts).
      • Collaborate with the Thriving Communities Program (TCP) technical assistance providers to support the development and implementation of an evaluation framework for GEHP, including identifying metrics, data collection methods, and strategies to assess impact on workforce outcomes.
