The Taxpayer Advocate Service is an independent organization within the IRS. The TAS mission is to assist taxpayers in resolving their problems with the IRS (Case Advocacy), and to identify and propose administrative and legislative solutions to mitigate those problems (Systemic Advocacy). WHAT DOES A PARALEGAL SPECIALIST DO?As a Paralegal Specialist in the Taxpayer Advocate Services Attorney Advisory Group you will be responsible for accomplishing various analytical studies and/or projects relating to the mission of TAS. You will work with attorney advisors on projects comprising a variety of legal issues which include the National Taxpayer Advocate's annual report to Congress (ARC), Taxpayer Assistance Orders (TAO) and cross-functional teams As an Paralegal Specialist you will: -Prepare complex action plans and schedules for various phases of project accomplishment, both short and long range; ensure plans are consistent with TAS's mission, goals, schedules and policies -Prepare recommendations for resource requirement to accomplish the project; negotiate with managers to obtain resources and support; Plan, coordinate and establish operating methods and procedures for accomplishment of project mission. -Collaborate with TAS attorney advisors in working projects on a variety of complex legal problems related to systemic and case advocacy which include protection of taxpayer rights during collection process, examination, appeals, etc. -Manage the project work flow of the Most Litigated Issues (MLI), Most Serious Problems (MSP) and legislative recommendations for the National Taxpayer Advocate ARC. -Responsible for developing and analyzing graphs and charts illustrative of current research trends and studies. -Establish a system to review, control, and report on project status and monitor and adjust work plans for accomplishment; Conduct in-depth analyses of project data, requirements and impact; identify problem areas and determine resolution. -Participate in drafting memorandum, Service-wide policy statement, and other written guidance and recommendations relating to the project. -Conduct briefings and prepare comprehensive reports to keep all stakeholders advised of projects plans and progress and to communicate findings and recommendations. -Provide technical advice and assistance to the attorney advisors in the review and analysis of case work, including performing other duties assigned by attorney advisors. Specialized experience for this position includes: experience verifying legal citations and statutory references using automated legal databases; Experience analyzing and organizing factual, legal, and archival records; and providing assistance to attorneys to prepare for hearings and/or trials. Substitution of education for experience: A Ph.D. or equivalent doctoral degree in a related field of study; OR 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of a Paralegal Specialist. You may qualify by a combination of experience and education. GS-12 LEVEL:You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
