    Position Description

    The Legal Administrative Specialist position within the Office of Military Commissions (OMC) involves providing vital administrative support, including information technology and security support, for OMC operations. The OMC is responsible for overseeing legal services related to military commissions, particularly those involving suspected unprivileged enemy belligerents captured during military operations worldwide. This role is crucial for maintaining the integrity and efficiency of military commission trials, which are of great interest to high-level government officials.

    Position Duties/Responsibilities

    Major Duties:

    • Court Reporter Management: Assist in managing court reporter functions and overall operations of the Chief, Office of Court Administration. This includes participating in strategic decision-making, identifying changing organizational needs, and contributing to cost-effective resource management.
    • High-Level Military Commission Trials: Participate in high-level military commission trials by managing administrative functions related to court reporting and producing verbatim records of trial. Analyze and interpret relevant statutes, military regulations, and court rules. Modify, develop, and implement programs, procedures, and policies governing court reporting functions.
    • Operational Functions Management: Assist in managing all operational functions of the office, including providing information security, organizing and archiving trial records, and coordinating public information releases.
    • Proceeding Recording: Personally record proceedings and testimony of military commissions using stenography, open microphone, or closed mask recording. Ensure completeness and accuracy of the record, collaborating with attorneys and judges as needed.
    • Verbatim Record Preparation: Prepare verbatim records of trial in final form, including formatting, explanatory notes, exhibit descriptions, document arrangement, and indexing. Coordinate distribution to legal counsel, obtain authentication, and dispatch records for appellate review.
    • Supervision and Training: Lead, train, and evaluate court reporters and paralegals, including civilians, junior enlisted personnel, and senior non-commissioned officers.

    Requirements:

    • Expert knowledge of agency correspondence procedures, legal document preparation, and English language mastery.
    • Advanced understanding of court-martial procedures, legal precedent, and evidence handling regulations.
    • Proficiency in court reporting methods, equipment maintenance, and technological advancements.
    • Ability to analyze complex rules and regulations related to military commissions.
    • Strong interpersonal skills for professional interactions with judges, attorneys, and other stakeholders.
    • Capability to work under general supervision while exercising judgment in decision-making.
    • Physical ability to perform sedentary tasks with occasional standing, bending, and carrying of equipment.
    • Willingness to travel frequently, including to U.S. Naval Base Guantanamo Bay, and work irregular hours as needed.

    Other Conditions of Employment:

    • Mandatory participation in the civilian drug-testing program.
    • Ability to obtain and maintain a Top Secret/SCI security clearance.
    • Flexibility to work evenings, weekends, holidays, and overtime.
    • Readiness to travel away from the normal duty station via military or commercial aircraft.
