Primary responsibility is the delivery of behavioral health services for prevention of child abuse and neglect, hospitalizations, crime and delinquency, and for improved County safety and quality of living. Monthly Salary Range: $4,444 - $5,972 CLINICAL COUNSELOR 5: Performs professional behavioral health services through individual, group and family psychotherapy and counseling. This position is distinguished from the Clinical Counselor 4 classification by the required licensure, increased emphasis on professional initiative, competence developed through years of experience, continuing education and the ability to coordinate specific program functions. The employee's primary responsibility is the delivery of behavioral health services (mental health and/or addictions) for prevention of child abuse and neglect, hospitalization, crime and delinquency, improved county safety and quality of living. Monthly Salary Range: $4,799 - $6,450 Essential Functions/Major Responsibilities CLINICAL COUNSELOR 4: a) Provides individual, family or group psychotherapy and counseling including diagnosis, treatment case management, planning, counseling and follow-up. b) Prepares necessary records, reports and correspondence to document work. c) Performs initial screening of new clients, which includes evaluation, diagnosis and treatment planning. d) May conduct pre-commitment investigations as assigned if qualified; submits reports to courts, arranges hearings, keeps records and appears in court as necessary. e) Assesses emergency mental and emotional disturbance cases by providing crisis intervention services. f) Provides a full range of behavioral health services including both mental health and addictions treatment. g) Determines dangerousness for civil commitment. h) Provides consultation services to outside agencies as assigned. i) If performing problem gambling services, actively markets and provides education about problem gambling treatment to community partners, schools, courts, health care providers, and the general public, as assigned; identifies and effectively engages problem gambling clients in treatment services, as assigned. j)This position will assist with the ACT team and will include intake duties. CLINICAL COUNSELOR 5: a) Provides individual, family or group psychotherapy and counseling including diagnosis, treatment case management, planning, counseling and follow-up. b) Assists with needs assessments in a specialized area of behavioral health and participates in the design and implementation of programs. Typical Qualifications CLINICAL COUNSELOR 4: EDUCATION/EXPERIENCE/LICENSES/CERTIFICATES REQUIRED: A Master's degree specializing in clinical social work, psychology or a related field or a Bachelor's level Registered Nurse with experience in the provision of psychiatric care is required. In addition, for the Problem Gambling Counselor position, advanced certification in addictions (CGAC II preferred), or the ability to document a minimum of 1000 hours of problem gambling treatment experience and completion of 60 hours of problem gambling specific education is required. This position also requires an insurable driving record and a valid Oregon driver's license within 30 days of appointment. The employee is required to maintain current and active licensures and certifications, as applicable, and to provide the appropriate verifications at the time of renewals. Bilingual and/or bicultural competencies for Latino population is preferred. SPECIFIC JOB SKILLS: Strong interpersonal, written and verbal communication skills are required. The ability to solve problems and negotiate is also required. The employee must exhibit proficiency in the principles and practices of social casework or clinical delivery systems, medical/psychological diagnostic assessment, basic psychotherapy and counseling techniques. The physical capability to handle high mobility demands and complex personal interactions is essential. JOB SCOPE: Encounters a wide diversity of work situations, which involve a high level of complexity due to the nature of behavioral health problems and treatment needs of children and adults. CLINICAL COUNSELOR 5: EDUCATION/EXPERIENCE/LICENSES/CERTIFICATES REQUIRED: A minimum of 3 years of extensive experience in behavioral health counseling and psychotherapy following graduation with a Master's degree and an Oregon license in social work or counseling psychology (LCSW, LPC, LMFT) are required. In addition, for the Problem Gambling Counselor position, advanced certification in addictions (CGAC II preferred), or the ability to document a minimum of 1000 hours of problem gambling treatment experience and completion of 60 hours of problem gambling specific education is required. Additional training and/or certification in the addictions field (CADC) is preferred. Demonstrated ability to act with minimal supervision on personal initiative using sound clinical judgment is essential. This position is classified as a Qualified Mental Health Professional. The position requires an insurable driving record and a valid Oregon driver's license within 30 days of appointment. The employee is required to maintain current and active licensure/certification/insurance and to provide the appropriate verifications at the time of renewals. Additional hours may be required in order to provide triage/crisis services. This position involves exposure to people with a wide variety of behavioral health problems and may involve exposure to potentially dangerous situations. Home visits are a routine location of treatment services provided by this position. For ACT/EASA, working hours shall include evening and weekends.
