Manager, Enterprise Applications - Port of San Francisco (1070)
Job Description
The Manager of the Enterprise Applications unit, under the general direction of the Port’s Director of Technology, is responsible for the day-to-day operations and oversight of the Port’s inventory of software solutions. Additionally, the Manager of the Enterprise Applications unit will act to bring technical expertise to the Port Modernization program and its system improvements, acting as a liaison between technical staff, project management, leadership, and stakeholders throughout the projects’ lifecycles.
The Enterprise Applications unit is comprised of four positions, each responsible for the maintenance and oversight of current systems and charged with taking on the role of technical lead for incoming systems. The Manager of the Enterprise Applications unit will be responsible for ensuring that their team is equipped and engaged to take on this role.
The Director of Technology is the Port’s designated Information Security Officer, however many of these responsibilities, as they pertain to the Port’s enterprise applications, have been delegated to the Manager of the Enterprise Applications unit. The Manager of the Enterprise Applications unit is responsible for ensuring that all software that is acquired or developed by the Port meets Citywide and industry-standard information security standards.
Oversight and management of the Port’s network infrastructure, workstations, telephony, and access control policies is the responsibility of the Manager of Information Technology. The Manager of the Enterprise Applications unit will serve as the chief liaison between the Enterprise Applications unit and the Information Technology Unit, ensuring coordination regarding the infrastructure supporting the Port’s software inventory.
Qualifications
Education:
1. An associate degree in computer science or a closely related field from an accredited college or university.
OR
2. Its equivalent in terms of total course credits/units:
Experience
Seven (7) years of experience in system administration, information systems development, maintenance and support, or information technology project management, including two (2) years of supervisory experience.
License
Possession of a valid California driver’s license (to be presented at time of appointment). Insurability under the Port’s automobile liability insurance must be maintained throughout employment.
Substitution
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years).
Note:
One year of full-time employment is equivalent to 2,000 hours of work experience (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours a week are not included in the calculation to determine full-time employment.
One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field.
Nature of Work
Candidate must be willing to work a 40-hour week as determined by the Port. Twenty-four (24) hour on-call support and occasional weekend and after-hours work is required. A hybrid schedule may be coordinated with the candidate’s supervisor.

The ideal candidate for the Manager of the Enterprise Applications unit is a supporting people manager with significant technical understanding and a background leading organizations through technological change. An ability to understand and bridge competing priorities, developing a strategic approach to the order of work, and being able to thoughtfully communicate that approach to stakeholders as well as their team is paramount to success in this role.
The ideal candidate will also be a champion of Port’s efforts to be a diverse, equitable, and inclusive organization and waterfront, and empower Black, Indigenous, and other People of Color (BIPOC) in Port operations and opportunities through equitable policies and practices.
