    Description & Requirements

    Maximus is seeking a Manager of Training to lead learning and development initiatives for the Massachusetts EOHHS program. The Training Manager will be responsible for staff management, troubleshooting issues with the Learning Management System (LMS) , supporting operational needs , ensuring training content is developed and delivered timely and of high quality, completion of required reporting, and notifying operational leadership of any issues that may arise.

    This is a remote position with occasional travel as required by business needs. The Training Manager must reside within the Commonwealth of Massachusetts.

    The Massachusetts Executive Office of Health and Human Services (EOHHS) / MassHealth Office of Long‑Term Services and Supports partners with Maximus to support statewide initiatives.     Essential Duties and Responsibilities:

    - Manage collaboration with stakeholders to perform needs analysis, develop learning objectives and design deliverables that meet the business needs and organizational quality standards.

    - Create and organize training sessions, and deliver instructor led training programs as needed to achieve business outcomes and effective transfer of learning in the workplace.

    - Forge relationships with internal and external stakeholders to ensure that both tactical and strategic goals and outcomes are met.

    - Develop and implement training programs and materials to ensure business requirements are met for effective operation programs.

    - Complete hiring and performance management processes to support a high performing training team.

    - Provide confidential coaching/facilitation and work closely with all levels of operation staff to ensure the integrity of the program and provide highly skilled feedback on operations staff performance in scheduled training and informal skills-based coaching.

    - Ensure Training Specialists and Operations staff are provided with up-to-date knowledge of project related updates, processes, and procedures.

    - Develop a means of measuring the effectiveness of training programs developed or administered through evaluation, testing, and assessment of program outcomes.

    - Review, evaluate, and modify existing and proposed programs.

    - Develop assessments to measure and assess effectiveness of the curriculum and learner performance in the workplace, integrating results into new and existing course curriculum.

    - Maintain a library of training aids.

    - Support content creation and LMS administration

    - Oversee new hire training content and education

    - Collaborate with Operations and Commonwealth stakeholder groups to ensure training content and methodology meets learner needs

    - Monitor the activities, schedules, productivity, quality, and work product results of the assigned team

    - Disseminate policy, protocol change, and ensure implementation

    - Responsible for managing aspects of contract expectations which include required reporting and effective delivery of service level expectations.

    Minimum Requirements

    - Bachelor's degree in relevant field of study and 5+ years of relevant professional experience required, or equivalent combination of education and experience.
    - Minimum of one (1) to three (3) years of experience in state health sector
    - Minimum of 3-5 years’ leadership experience
    - Minimum of 5 years’ professional training experience
    - Proficient in Microsoft Office Suite
    - Excellent written and verbal communication skills
    - Excellent interpersonal and customer service skills
    - Excellent organizational skills and attention to detail
    - Ability to work in a fast-paced environment
    - Ability to work independently
    - Must reside in the Commonwealth of Massachusetts
    - Willing to travel up to 10% of the time

    Preferred Requirements

    - Masters degree preferred

    - Experience with Learning Management Systems (LMS)

    Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
