    Engineer (Civil) -Position Type: Full - Time, hourly -Department: 5700- Facilities Management -Compensation Range: $56,630.34 - $85,142.52 Annually -Closing Date: January 28, 2019 @ 5:59pm, CST -JOBSUMMARY:Provide civil, municipal, recreation facilities, environmental and structural engineering planning and design services for various Public Works projects. This position exists because there is value to using in-house staff to design smaller capital or maintenance projects and to manage consultants for design of larger projects. Primary purpose is to implement projects approved in the Capital Budget. JOB DUTIES: -Prepare, supervise, and check the development of complete plans, drawings, specifications and cost estimates for the construction, alteration or maintenance of County facilities including roads, bridges, underground utilities, parking facilities and buildings. -Inspect or supervise construction on projects presenting difficult or complex problems with the responsibility for layout, material testing, and all activities and communications to insure that the project is completed in accordance with plans and specifications. -Perform energy and environmental audits including noise level measurements, water and or storm water quality sampling, inspection of building materials, and other pertinent data collections. -Participate in building and bridge inspection including structural inspection surveys, preparation of reports, and determination of safe load ratings and required repairs/replacement. -To undertake special studies, investigations and comprehensive reports in the field of civil, structural and environmental engineering. -To organize and participate in project liaison activities with consultants, contractors, public officials, the general public, cooperating agencies and other public jurisdictions. -To monitor applications of pertinent local, state and federal environmental regulations regarding storm water management. -Perform such other duties as may be assigned, such as preparing Requests for Proposals, selecting and hiring consultants, managing consultants, reviewing outside agency and private development impacts on County facilities, etc. -Minimum Qualifications -Must be a current resident of the United States. -Possession of a Bachelors degree in Civil Engineering is required. -A minimum of three (3) years of Civil Engineering experience is required. -A minimum of one (1) year of experience in project management is required. -Intermediate knowledge of Microsoft Office software, which must include Microsoft Word and Excel. -Ability to use AutoCAD Civil 3D systems for design and plan production. Preferred areas: -State of Wisconsin P.E. (Professional Engineer) license desired at time of application or working toward obtaining license. Knowledge, Skills, and Abilities:Knowledge of the theories, principles and practices of civil engineering and/or municipal engineering; knowledge of the principles, methods, and procedures used in the planning, designing, constructing and maintaining municipal facilities; knowledge of the organization, materials, equipment and utility coordination used in public works projects; knowledge of real estate development specifications; knowledge of hydrology and hydraulics, familiarity with construction engineering methods, practices and techniques in the field of architectural, civil, and underground utilities projects; written and oral communication skills; ability to analyze proposed projects or programs in terms of engineering difficulty and costs; skill in using Word and Excel programs in project management; ability to develop and prepare comprehensive planning and engineering reports; ability to use Civil 3D AUTOCAD systems for design and plan production; public speaking skills and presentation skills; ability to use engineering related computer software; ability to work effectively and harmoniously with engineers, contractors, public officials and general public. -Special Instructions:This original application is open to current residents of the United States.
